(Shield) successfully collected monthly stormwater samples for Stormwater Discharge Outfalls (SDO) 4001 and SDO #002 at the Cleveland facility in the month of March 2020. During the March 3" sampling event, Shield's field measurements of pH were 7.4 and 7.8, respectively, at SDO #001 and SDO #002. The analytical results of the stormwater sample collected during the qualifying storm event on March 3'd, 2020 are attached to this cover letter. In addition, the Qualitative Monitoring Report (QMR) forms and the partially completed Discharge Monitoring Report (DMR) form are attached to this cover letter. The QMRs should be kept onsite. Results from the sampling event show exceedances at SDO #002 for copper and zinc. Daimler's Cleveland facility remains in Tier Three of the NPDES General Permit No. NCG030000 at SDO 4001 for Copper. The facility remains in Tier Three at SDO #002 for Copper and Zinc. The person designated to act as the permittee by Daimler Trucks — Cleveland Facility should complete all "Red" sections of the attached Stormwater Discharge Monitoring Report (DMR). The completed DMR form should then be mailed to the regulatory agency Central Files. Shield greatly appreciates the opportunity to provide environmental services to Daimler Trucks of North America. Unattended sites may be eligible for a waiver of the rain gauge requirement. See General Permit, Section B, Table 1 to identify the especially sensitive receiving water classifications where the more protective benchmark applies. Total Toxic Organics sampling is applicable only for those facilities which perform metal finishing operations, manufacture semiconductors, manufacture electronic crystals, or manufacture cathode ray tubes. For purposes of this permit the definition of Total Toxic Organics is that definition contained in the EPA Effluent Guidelines for the facility subject to the requirement to sample (for metal finishing use the definition as found in 40 CFR 433.11; for semiconductor manufacture use the definition as found in 40 CFR 469.12; for electronic crystal manufacture use the definition as found in 40 CFR 469.22; and for cathode ray tube manufacture use the definition found in 40 CFR 469.31). For those facilities electing to employ the TTO monitoring waiver, the discharger shall sign the following certification statement: "Based upon my inquiry of the person or persons directly responsible for managing compliance with the permit monitoring requirement for total toxic organics (TTO), I certify that to the best of my knowledge and belief, no dumping of concentrated toxic organics into the stormwater or areas which are exposed to rainfall or stormwater runoff has occurred since filing the last discharge monitoring report. I further certify that this facility is implementing the all the provisions of the solvent management plan included in the Stormwater Pollution Prevention Plan."
