Nobles, PE Larry King & Assoc., RLS, PA 1333 Morganton Road, Suite 201 Fayetteville, NC 28305 NORTH CAROLINA Environmental Quality September 9, 2020 Subject: Request for Additional Information Stormwater Permit No. SW6200802 Sheffield Farms — Section Five Cumberland County Dear Mr. Nobles: The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on August 17, 2020. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. Please add the contact information for the local jurisdiction for building permits to the SWU-101 application form. 2. The application form and stormwater narrative state that the project area is 15.65 acres. This seems much larger than the property boundaries shown on Sheet C-01. Please revise or explain the discrepancy. 3. The plans show that there are 36 proposed lots, while the stormwater narrative states that there are 35. Please revise or explain the discrepancy. 4. The deed restriction form lists the maximum BUA on each lot as 4000 sf. At 35 lots, this is a total of 140,000 sf of BUA. However, the wet pond is only designed for 123,000 sf of BUA. All BUA on the site must be treated in a primary SCM. 5. The calculations show that the depth from the temporary pool to the permanent pool is 1.5 feet. However, the drawdown calculations use an h/3 value of 0.33 feet. Please revise the calculations and, if necessary, the design to use the proper head. 6. The slope of the vegetated shelf on the SCM details and in the Supplement EZ form is 10:1, rather than the 6:1 slope proposed on the plans and calculations. The planting plan proposed shrubs on the vegetated shelf However, Wet Pond MDC 11 requires that the vegetated shelf be planted with herbaceous, native vegetation. Shrubs are not anywhere on the vegetated shelf or embankment of the wet pond. 8. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: htips:Hedoes.deg.nc.gov/Forms/SW_Project Submittal Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to October 9, 2020, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW6200802 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
