The location of industrial activities (including storage of materials, disposal areas, process areas and loading and unloading areas), drainage structures, drainage areas for each outfall, building locations and impervious surfaces should be clearly noted. A summary of Analytical Monitoring results during the term of the existing permit (if your permit required analytical sampling). Do not submit individual lab reports. The summary can consist of a table including such items as outfall number, parameters sampled, lab results, date sampled, and storm event data. H A summary of the Visual Monitoring results. Do not submit individual monitoring reports. The summary can consist of a table including such items as outfall number, parameters surveyed, observations, and date monitoring conducted. A summary of the Best Management Practices utilized at the permitted facility. Summary should consist of a short narrative description of each BMP's in place at the facility. If the implementation of any BMP's is planned, please include information on these BMP's. 5. A short narrative describing any significant changes in industrial activities at the permitted facility. Significant changes could include the addition or deletion of work processes, changes in material handling practices, changes in material storage practices, and/or f. anges in the raw materials used by the facility. 6. Certification of the development and implementation of a Stormwater Pollution Prevention Plan for the permitted facility (Sign and return attached form). C. 28147 Permit # NC000259 Subject: Summary of Best Management Practices (BPM) The Salisbury site has implemented many effective Non Structural BMP's to prevent pollution in the storm water runoff from the facility; 1. Non Structural BMP's a. AkzoNobel is committed to maintain a facility and operation that is protective of the environment through conformance with Corporate Standards and Site Policies and Procedures. b. The site annual plan includes challenging targets for continuous improvement in HSES performance. c. Periodic training is conducted for all employees to ensure they understand their HSES responsibilities. d. Communication with customers, suppliers, distributors, and contractors to ensure that all activities are conducted in a manner consistent with regulatory requirements, ISO 9000, RC14001, and AkzoNobel Health, Safety, Environment, and Security Directives and Standards . e. Develop, manufacture, and market our products with full regard for HSES aspects, ensuring compliance with AkzoNobel Product Stewardship Management System and sell only those products that can be transported, stored, used, and disposed of safely. f. Operating units within the plant are managed and operated within the requirements of OSHA Process Safety Management (PSM), and EPA's RMP covered units. g. Semi-annual inspections are performed of all plant areas that could impact storm water. h. The site has a combined AkzoNobel and Henkel Hazmat team with trained Emergency Responders from AkzoNobel and Henkel in the event of a release. The Salisbury site has implemented many effective Structural BMP's to prevent pollution in the storm water runoff from the facility; 2. Structural BPM's a. AkzoNobel is committed to maintain a facility and operation that is protective of the environment by managing the design and manufacturing of our facility and of our products to promote responsible product use and disposal; and properly handling and disposal of any wastes generated at the site. b. Manage and maintain all outdoor storage tanks, secondary containments, process tanks, and reactors. All accumulated storm water from containment areas is pumped to the onsite Waste Water Treatment Plant. c. Loading and Unloading areas are concrete, curbing is in place, and Catch Basins discharge to an onsite Wastewater Treatment Plant. d. All Catch Basins that do not discharge to the onsite Wastewater Treatment Plant (non -process areas) are distinctly identified for recognition in the event of a release. e. The need of new structural BMP's is based on the findings of the semiannual facility wide inspections, outfall discharge monitoring results, and on any change of design, construction, or operation which could potentially expose storm water to pollutants. f. The onsite Pretreatment Plant consisting of concrete lined lagoons, receives all process area wastewater and storm water from Loading and Unloading areas and secondary containment areas. The permitted Pretreatment Plant discharges wastewater into the City of Salisbury Grant's Creek Wastewater Treatment Plant, a publicly owned treatment works (POTW). AkzoNobel Significant Changes a. 2010 Firebird Project — An existing Personal Care process was expanded with an additional reactor, support tanks and equipment, and a secondarily contained tank farm. The expansion utilizes materials already in use at the facility. 2. Henkel Significant Changes a. 2009/2010 Henkel added H101 - Building H101 contains a warehouse for raw materials and finished good, electronic adhesive production areas, solder paste production area, office areas, bulk storage tank farm, QA Lab, and cafeteria. Facility entrance, employee/visitor parking lot, and storm water detention pond were included in the construction project. Building and parking lot storm water is collected in mark drains and sent to detention pond prior to discharge to creek. Material handling practices meet industry standards of secondary containment, labeling of lines/containers, training of personnel, routine maintenance, and periodic equipment inspections. Electronic Adhesive raw materials include a variety of resins, silicones, and fillers for the manufacture of electronic adhesive. Solder paste raw materials are metals and mediums. These raw materials are stored inside H101 with no contact with storm water. H101 bulk storage tank farm holds resins and castor oil. The tank farm has secondary containment with storm water collected in the containment area discharged to site wastewater treatment facility. b. 2012 Minnow Expansion of H123 (Emanate) Production Area —Additional production tanks were added to existing H123 (Emanate) Building for the manufacture of Rubber Solution Adhesives. No change in material handling resulted. Raw materials include rubbers and solvents. Storm water collection was not affected. c. 2013 Henkel added H124 (Trout) — This expansion increased the manufacture of Rubber Solution Adhesives and added Water Dispersions. Material handling only changed to include staging of raw materials in containment area between Saturn tank farm and H124 (Trout). Storm water collected in this area is sent to site wastewater treatment facility. All other raw materials are stored inside and do not contact storm water. H124 Building sends storm water to existing marked collection drains and discharge points.
