We have revised the building area to 57,096 sf and the concrete area to 7,629 sf. The asphalt area remains 78,754 sf the sidewalks are going to be 12,080 sf of wood planking, which is non -impervious. The total impervious area will remain unchanged. Attached is a revised stormwater permit application. Stormwater will still be handled by grassed swales and routed to existing outfalls. These outfalls will be received by the SA classified waters of Dutchman's Creek. A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. The inverted crown issue for the southeast parking lots has not been addressed by this resubmittal. As requested in my January 13, 1999, letter, the inverted crown is considered a collection system and cannot be treated in a curb outlet system in order to meet the stormwater requirements. Please either sheet flow each parking lot to one side and provide a 5:1 grassed swale, or provide an infiltration system. In order to save time, please see the enclosed sketch. 2. Based on #1 above, please provide a revised drainage area delineation. Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to June 3, 1999, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces associated with this project prior to receipt of the stormwater permit is considered a violation of NCGS 143-215.1, and is subject to enforcement action. A preliminary review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. The inverted crown in the parking area on the north and northwest sides of the site is considered a collection system. Additionally, only two 3:1 swales are provided for this discharge, which is much more than the southeast parking area. Please either provide multiple curbcuts and 5:1 swales as you have for the southeast parking area, or provide an engineered system. The type of system allowed will depend on the results of a chlorides test. If you elect to provide additional swales, please remember that the swales used to treat runoff from the north and northwest parking areas cannot receive the, runoff from the swales treating the southeast parking area. If you elect to use an engineered system, please revise the application, provide the appropriate supplement, calculations, and an additional $160.00 application fee. 2. Please provide a completed curb outlet system supplement fo those drainage areas served by a 5:1 swale. For projects that are low density and which provide a curb outlet system, both supplements must be provided. 3. In order to allow 30 % low density or a detention pond (as discussed in #1 above), please provide the results of a chlorides test taken at least 3 days after any significant rainfall, at a point in the receiving stream that is at least 1/2 mile from the proposed discharge point. Please delineate the drainage area to each curb outlet swale. If other control measures are used for the north and northwest parking lots, please delieate those drainage areas as well. 5. It appears that runoff will pass over the sidewalks to get into the swale and into the northwest parking area. Please provide a detail to demonstrate how this will happen. 6. Is the divided entrance road off Highway 133 already in place? Please add the street name or State Road number to the plans. If it is being built as a part of this project, please provide stormwater treatment for it and add it to the application. 7. The low density supplement is really intended for subdivisions. The density calculation has already been provided once on the application, so for non -subdivision low density projects only, the supplement form will not be required. Please note that this request for additional information is in response to a preliminary review.
