Sullins Director February 11, 2010 Dee Freeman Secretary Subject: NPDES Stormwater Permit Coverage Renewal Surry County Recycling Facility COC Number NCG200432 Surry County Your facility was previously granted coverage under stormwater general permit NCG200000. This letter serves as your notification that the Division of Water Quality (DWQ) has reissued the general permit and that your facility's coverage will continue under the conditions of the reissued general permit. Please review the new permit to familiarize yourself with the changes in the reissued permit. This permit is reissued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between the state of North Carolina and the U.S. Environmental Protection Agency, dated October 15, 2007 (or as subsequently amended.) The following information is included with your permit package: • A new Certificate of Coverage • A copy of stormwater General Permit NCG200000 • A copy of a Technical Bulletin for the General Permit • Five copies of the regular and annual summary Discharge Monitoring Report (DMR) Forms • Five copies of the Qualitative Monitoring Report Form The General Permit authorizes discharges of stormwater only, and it specifies your obligations with respect to stormwater discharge controls, management, monitoring, and record keeping. Please review the new permit to familiarize yourself with all the changes in the reissued permit. The more significant changes in the General Permit since your last Certificate of Coverage are as follows: • Semi-annual analytical monitoring with benchmarks replaces annual monitoring with cut-off concentrations • Refinements and clarifications to the SPPP requirements; refer to Part II, Section A • New analytical monitoring parameters including pH, Cu, Fe, Zn and O&G • Tiered response requirements for benchmark exceedences based on analytical results, and direction to notify the DWQ Regional Office in the event of four benchmark exceedances (Fe not included); benchmarks are not limits • Semi-annual qualitative monitoring during a representative storm event • Semi-annual (instead of annual) vehicle maintenance analytical monitoring with benchmarks (if required) • Requirement to use forms provided by the Division to record qualitative monitoring results • Requirement to submit an annual monitoring summary to the DWQ Regional Office by March 1 of each year Wetlands and Stormwater Branch 1617 Mail Service Center, Raleigh, North Carolina 27699-1617 Location: 512 N. This permit does not affect the legal requirements to obtain other permits which may be required by DENR, nor does it relieve the permittee from responsibility for compliance with any other applicable federal, state, or local law, rule, standard, ordinance, order, judgment, or decree. NCG200000 CERTIFICATE OF COVERAGE No. NCG200432 STORMWATER, MINE DEWATERING WATER AND/OR PROCESS WASTEWATER NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM In compliance with the provision of North Carolina General Statute 143-215.1, other lawful standards and regulations promulgated and adopted by the North Carolina Environmental Management Commission, and the Federal Water Pollution Control Act, as amended, Surry County is hereby authorized to operate approved wastewater treatment system(s) and discharge stormwater and/or wastewater, as approved in the original permit/application or subsequent permit modification, from a facility located at: Surry County Recycling Facility Sr 2015 Mount Airy Surry County to receiving waters designated as Ararat River, a class C waterbody in the Yadkin River Basin in accordance with the effluent limitations, monitoring requirements, and other conditions set forth in Parts I, II, III, IV, V, and VI of General Permit No. NCG020000 as attached. This certificate of coverage shall become effective February 11, 2010. This Certificate of Coverage shall remain in effect for the duration of the General Permit.
