Sheet C1 (sealed on 1/23/19) shows the pipe between the existing curb inlet in the access easement and the proposed SDMH #1 located within the proposed project area, as being removed. Sheet C4 does not reflect the fact that it will be replaced. If this pipe will only be partially removed between the new SCMH #1 and the existing curb inlet within the old project, then please revise the "X's" you show on Sheet C1. Parkway Volvo is being developed by Wilmington Auto Group Properties, LLC. The site is approximately 3.47 acres of land, of which 3.47 acres is proposed for disturbance. The Parkway Volvo facility will be serviced by CFPUA for public water and sewer systems. No wetlands exist on the project site. Wilmington Auto Group Properties, LLC is proposing to build a 17,265 sf building, 73,669 sf of asphalt parking, 1,369 sf of concrete sidewalks and 22,094 sf of True Grid pervious parking with 100% credit. Proposed on -site impervious area for this project is 92,303 sf and 17,008 sf of future BUA. Total impervious area within the property is 109,311 sf or 72% of the total project area. The proposed Parkway Volvo project is Tract 2 within the Carmar Park subdivision. The existing NCDENR stormwater permit number for the Carmar Park is SW8 000647. Tract 2 is allocated 109,311 sf of impervious on this permit. This tract has an existing off -site state permit for Friendzy'z (SW8 120617) with permitted BUA of 109,311 sf. Existing City of Wilmington stormwater permit for Carmar Park is No. 2004022 and the City permit for Friendzy'z is No. 2012023. The proposed stormwater system will tie into the existing piped stormwater system that discharges into the existing Pond located on the Carmar Park property. The outflow from the existing Pond will drain to Bradley Creek; classification SC, index No. 18-87-24-4- (1), in the Cape Fear River Basin. All built upon areas (BUA's) will be collected and routed through the existing pipe system and into the existing wet detention frond BMP. Prior to clearing of the site, one construction entrance and temporary silt fence will be installed. After clearing of the project site, the parking areas and building location will then be graded. Underground utilities, including the stormwater drainage system will be installed and inlet protection put into place. The proposed building will be constructed followed by paving, sidewalk installation, final site grading, stabilization of the site and landscaping. Temporary erosion control measures will remain in -place until such time as areas are stabilized. Permanent measures include permanent stands of grass. The required compliance inspection of both the project and the permitted stormwater control was delayed due to Hurricane Florence, but was finally able to be conducted on October 18, 2018. While both the project's BUA and the pond were mostly in compliance, the Master Permit SW8 000647 expired on February 6, 2018 and has not been renewed. It must be renewed prior to finalizing the transfer of the SW8 120617 permit and prior to accepting a plan revision to demolish the existing pavement and construct the proposed new building and parking. On October 19, 2018 and again today, I notified the management company for Carmar Park Association of the need to renew the permit. Once that renewal application is submitted, processed and issued, the Division will be able to transfer the SW8 120617 permit to Wilmington Auto Group Properties, LLC and accept your request to approve the new Parkway Volvo construction plans.. No action is required from you at this time, but please feel free to encourage Carmar Park Association to submit their renewal application, if they have not already done so. The longer they delay, the longer it will take to process your transfer application and approve the plan revision. In the meantime, I've done a preliminary review of the proposed Parkway Volvo site plan. Please note the following information is missing from the plans and needs to be added: 1. The plans do not show the existing 18" pipe from CI #4 into SDMH #3. The SW8 000647 master permit approved plan shows an 18" pipe leaving Cl #6 (labeled as CI #4 on the proposed plan) and running diagonally to a manhole in the main 36" pipe that feeds the pond. This manhole is identified as SDMH #3 on the SW8 000647 approved plans, but is only identified as an existing SDMH on the proposed Parkway Volvo plan. Please add the 18" pipe and label the manhole appropriately, or if you will be making changes to the drainage system, please show how the drainage will get into the pond. 2. Please add dimensions for the building. This email constitutes a request for additional information. Please Drovide 2 sets of updated plans by December 1, 2018. You may request up to a total of 30 additional days to respond, which will keep your transfer application from being returned while the SW8 000647 renewal application is being processed.
