Existing Conditions The SHRPS is currently owned and operated by Durham County, and located at 2525 Snow Hill Road, Durham, NC 27712, a parcel owned by the State of North Carolina (Durham Technical Community College (DTCC), North Campus). Existing easements at the south end of the parcel consist of Duke Power and City of Durham's easement for the existing pump station. Additionally, a 5.79-acre easement at the south end of the parcel is being acquired from DTCC to house a new pump station on the parcel. The parcel currently contains administrative buildings, parking lots, a gravel power easement access road, and the existing Snow Hill Road Pump Station, all existing as of the baseline date of March 2001. According to Durham County GIS, the DTCC campus has a piped stormwater network that Therefore, all impervious on site is considered existing for this analysis. 2. Proposed Work The existing pump station at 2525 Snow Hill Road is currently undersized for future development in the region and must be replaced with a larger capacity pump station, with additional facilities for odor control and electrical housing. Additionally, the existing pump station and most of the length of the access road are situated in the mapped 100-year flood zone (future condition). Therefore, the proposed pump station will be in a different location, outside of the floodplain, and in an area currently wooded. The proposed activities for this project include the following: • Construction of new Pump Station and accessory facilities outside of the floodplain • Construction of driveway access off Snow Hill Road, and access loop around facility • Demolition of the existing pump station and gravel parking area A total of approximately three acres of land will be disturbed with this project. Refer to Contract Drawings for extent of the limits of disturbance, including erosion control M measures to protect downstream properties during construction. o New impervious on site includes the new pump station, electrical generator, odor control, and chemical tank. Additionally, to allow for truck access to this facility, a 24' wide loop drive is proposed for around the new pump station. New impervious by category is listed in Appendix C, Land Use Tables. According to the Table in 8.7.213 of Durham's Unified Development Ordinance (UDO), the low -density option impervious surface limit for F/J-B watersheds is 24%. The existing parcel is 16% impervious, and the proposed work increases this area to 19% impervious, falling into the low -density option for the watershed. The site will maintain low -density development through the construction of vegetated swales for stormwater capture throughout the site. Mitigation of nutrient exports to Falls Lake standards 2.1.1 Nutrient Calculations The SNAP Tool Version 4.1 was used to determine the nutrient treatment required for the SHRPS. It is important to note the existing development on site as of the Falls Lake baseline of March 9, 2001: several DTCC buildings and parking lots and an access road. These areas were removed from the SNAP Tool inputs to produce the nutrient loading requirements. The proposed project adds approximately 33,300 sf of new impervious and 1,500 sf of new open-air tanks to the parcel. SUBMITTAL REQUIREMENTS Only complete application packages will be accepted and reviewed by the Division of Energy, Mineral and Land Resources (DEMLR). A complete package includes all of the items listed below. A detailed application instruction sheet and BMP checklists are available from http:/ /portal.ncdem.org/web/wq/ws/su/statesw/forms_docs. The complete application package should be submitted to the appropriate DEMLR Office. (The appropriate office may be found by locating project on the interactive online map at http://portal.ncdenr.org/web/wq/ws/su/maps.)
