That is a simple process and it is free. The reason I think that that would be pertinent is because we are having trouble with a project in Brunswick County right now where a similar situation occurred and was constructed but not put on the plans. We have.an irate homeowner that is in our office on a regular basis. In his case, the easement didn't move. They just built a crooked swale in the easement rather than a straight swale, and he doesn't like it. In this case, if we didn't do a formal plan revision then we wouldn't have the correct easement location on the plans. We could very well end up with an irate citizen in the office upset that we let the permittee build something that wasn't on the plans. That is always a position we try to avoid. See attached for a quick markup showing the revision. This revision does not change any of the drainage characteristics of the project and should not change the water quality or pre/post calculations of the development. As revised, the swale will still discharge onsite and then flow offsite via an existing ditch as previously permitted. The swale distance, elevations, cross section, drainage area, and impervious areas will all remain as permitted, so I believe a plan revision is not needed for this. Still I wanted to bring it to your attention. The reasoning for the adjustment is to save some existing trees that cutting the Swale back to the center of the development would result in. My hope is to address this formally in the as -built portion of the project since in essence all the stormwater quality and quantity numbers will remain the same as permitted. It is only a change in the alignment of Swale #1, no other changes are proposed. When you get a chance, please take a look at the attachment and get back to me on this to confirm nothing else will be required besides addressing this at the as -built stage of the project. Thanks! The site is bordered by River Road to the East, an existing mobile home park to the South, an existing RV Campground to the North and a Residential lot to the West. The site proposes a total impervious area of 22,422 s.f. for access drives and parking pads. Development of the site will disturb approximately 1.8 ac. with a final on site impervious coverage of 28.9%. Runoff from this site will be treated by two proposed on -site Open Infiltration Basins. The drainage basin for these systems total 66,726 sf. Impervious areas are 11,422 sf of gravel drives and ll,000 sf of gravel parking areas. Total impervious area to basin is 22,422 sf. Specific site grading plans had not been provided to us at the time this report was DESCRIPTION OF ACT VITIES AND FINDINGS As requested, our staff visited the site during the period of April 22, through 26, 2018, to Perform infiltration testing and estimate the seasonal high watertable at 5 locations identified by you. The purpose of this testing was to provide soil parameters for stormwater infiltration design. Seasonal UghWatertable Estimate Hand auger borings were advanced at five locations to a depth of approximately 10 feet below the existing ground surface in the areas proposed for an infiltration structure. The encountered soils were logged and visually classified by depth and a Munsell Soil Color Chart was used to determine the hue, value, and chroma of the visually distinct soil layers. Our soil logs are presented in Table 1. Soils encountered in our borings generally consisted of interbedded relatively clean fine sands (USCS Soil Groups "SP" and "SP-SM") through boring termination depth of 120 inches below the existing ground surface. In our comparisons of the soil colorations to the Munsell Chart, it is our opinion that the seasonal high water table level occurs at depths ranging from approximately 87 inches to depths greater than 10 feet below the existing the ground surface. Detail descriptions of the soil profiles are presented in Table 1. Infiltration Testing Infiltration testing was performed using a model 2800 Guelph Permeameter which is a constant -head device which operates on the Mariotte siphon principle and is referenced in ASTM D-5126. The permeameter is used to determine field saturated hydraulic conductivity in centimeters per second for soil at a specified depth. This testing involves advancing a borehole to the desired infiltration depth and introducing water at a constant head to determine the steady state flow rate from which the hydraulic conductivity can be calculated. Our testing was performed at a depth of approximately 48 inches below the existing ground surface. The results of our permeameter testing are presented in Table 2. RECOMMENDATIONS Based on the results of our field testing and soil classifications at the test location, we offer the following recommendations for stormwater infiltration design._ At the test locations, in is our opinion that in order to achieve the steady state flow rate obtained during our testing; the areas of infiltration galleries or other infiltration structures should introduce storm— water at approximately 48 inches below the existing ground surface elevation. For purposes of sizing the structures we recommend ultimate application rates ranging from 1.2 to 11.1 inches per hour, depending on the location of the site. The specific locations of our testing are presented in Figure 1. The rules don't specifically say you have to size the area of the bottom of the basin. But, it has been standard practice for a longtime. There has been lots of discussion over the years about the pressure head differences between vertical and lateral infiltration, and so that is why the manual recommends considering the area of the bottom of the basin in the infiltration design. But, you are right that it does not specifically require it. Considering the infiltration through the area of the bottom of the system is intended as a conservative approach. If you choose not to do so, then I hope you will consider a significant safety factor (especially with 1.2in/hr infiltration). The bottom of his infiltration basin is -Fa?rly small. He therefore used the depth of pooled water (distance from the bottom of the basin to the storege eievation), and the infiltration rate to show that the volume will go into the ground in the correct time. The difference with "this approach and our standard approach is that we like people to infiltrate through only the bottom of the basin, and not take credit for infiltrating through the sides of the basin. The rule says, "Infiltration systems shall be designed to dewater the design volume to the bottom of the infiltration device within 72 hours or less." The manual 'recommends" sizing the infiltration basin's bottom area per our standard equation and treating the fact that some will infiltrate iaterally as a safety factor.
