Existing Conditions: Wee Winks LLC maintains ownership of four lots located
along the east side of Duck Road between Wampum Drive and Duck Ridge Village
Court in the Town of Duck. Two of these lots are located directly on Duck Road, and
the remaining two are adjacent to the east. Three of these lots are currently
developed with the Wee Winks Market and Shell gas station, Brindley Beach and
Baldies as well as a gravel parking lot. There is also an easement for Duck Ridge
Village Court through which a paved road traverses on the southern edge of the
property. The remaining parcel is undeveloped. The owner intends to redevelop the
properties in a manner that will demolish virtually all existing improvements expect
the existing roadway.
The 1.58 acre site is across the street from the Currituck Sound (classification SC).
The site contains sandy soils (Fripp Fine Sand with a small amount of Osier Fine
Sand). The majority of the improved portions of the site are at elevations of between
4 and 6 feet above msl. The majority of remainder of the site is heavily vegetated
' dunes t a reac an elevation of 28' above mean sea level (NAVD 1988). Vegetation
on the wooded portions of the site consists primarily of pine and oak trees with scrub
beneath. The property is within a flood zone of "AE-7" and "X".
Proposed Development: Wee Winks, LLC intends to redevelop the property to
accommodate a new +1- 4,410 sf �32'4' tali) two-story structure for Wee Winks that
will include r tail s are and a kitchen) e ' on the first oar as well as a small amount
of office space on the second floor. A second 2,400 sf (29'- a single story retail
space will be leased to the Dare County ABC Board in order to relocate the existing
ABC Store operations across the street. A third 3,452 sf (32'-3 Y2") two story
structure will be provided for Brindley Beach. All parking will be removed and
relocated and all buildings will be placed on a common septic system. Separate
existing and proposed municipal water connections will be used to provide domestic
water service.
Stormwater Management: Redevelopment of this site includes an increase of site
coverage from 24,138 sf to 38,052 sf. Currently, most existing coverage is directed
immediately to Duck Road and no stormwater BMP's are present. NCDENR DWQ
requires that the redevelopment must manage a minimum of runoff from the net
increase of coverage 12 91 Infiltration basin #1, locate Win ront of Brindley
_13-each, has been design to meet all NCDENR requirements, and receives runoff
from approximately 0.67 acres of the site, including 17,735. sf of coverage.
Therefore, the basin manages 137% of the net increase in site coverage.

Considering runoff resulting from 1.5" of rainfall (in accordance with regulations
pertaining to high density development within the 20 coastal counties, draining to SC
waters), the required basin volume for this drainage area is 2,180 cf. Basin # 1 is
located within highly permeable sandy soils. The bottom of the basin provides 3,376
cf of storage. An drop inlet near the inlet to the basin has a rim set at an elevation of
6.0 (temporary storage level) and will allow excess runoff to by pass the basin by
overflowing into the rim. A 30' ve etated filter is provided at this overflow point and
directs any overflow into the Duck Road drainages stem rop in et.
Two additional basins are provided in order to achieve greater levels of stormwater
management, although these are not to be included within the permit.

Existing Conditions: The 1.58 acre site in the Town of Duck is located along NC-
12 in Dare County. The site consists of four parcels owned by Wee Winks LLC and
is across the street from the Currituck Sound (classification SC). The Natural
Resource Conservation Service Soil Survey for Dare County has mapped the soils
on the site to consist primarily of Fripp Fine Sand (FrD) with a small amount of Osier
Fine Sand (OsA). Approximately half the site is currently improved with a
convenience store, gas pumps, and- an office building with a small take-out food
facility. The majority of the improved portions of the site are at elevations of between
4 and 6 feet above msl. The majority of remainder of the site is heavily vegetated
dunes that reach an elevation of 28' above mean sea level (NAVD 1988). The
property is within a flood zone of "AE-7" and "X". Vegetation on the wooded portions
of the site consists primarily of pine and oak trees with scrub beneath.
A soil investigations was performed by Albemarle & Associates during a site visit on
May 15, 2012. The boring was performed in the vicinity of infiltration basin #1. This
boring was performed using a hand auger to a depth of five feet below the existing
surface. The results of this boring is attached to this report. The boring showed a
clean tan sand material throughout the depth of the boring, and was consistent with
the soils descriptions for Frippe Fine Sand. The SHWT at infiltration basin #1 was
estimated to be at an elevation of 1.1 feet above mean sea level based upon
moisture. There were no morphological features such as mottling or grey coloration
to indicate a high water table within the limits of the 5' boring depth, indicating that
the actual seasonal high water table may be even lower. The Currituck Sound is
across NC-12 from the site and a canal extends to within approximately 140' of
basin #1. With highly porous sandy soils and the nearby sound, the water table is
expected to remain fairly consistent throughout the year.

Dear Mr. Moore:
Please find the attached stormwater management application package for Wee Winks
LLC. The project includes the redevelopment of four parcels (which will be combined) -in
the Town of Duck. The parcels currently contain the Wee Winks Market as well as
Brindley Beach Reality and does not contain an storm ater bm 's. The parcels and
buildings are owned by Wee Winks LLG, and the structures are leased. The project
proposes to demolish both structures and reconstruct new, larger facilities for each
business, as well as incorporate a third that will be leased to the Dare County ABC
board. The project complies with the coastal county stormwater management
requirements by providing an infiltration basin to manage impervious area well in excess
of the increase of site coverage. Additional basins are provided as well but will be
excluded from the permit. This package includes:
• Stormwater management permit application form (1 original & 1 copy)
• Submittal fee ($505)
• Stormwater management narrative (1 original)
• Portion of USGS topo quad sheet with site identified (copy)
• Infiltration basin supplement & checklist (1 original)
• Infiltration basin maintenance agreement (1 original)
• Runoff volume, infiltration basin and other calculations (1 original)
• Soils narrative (1 original)
• Copy of warranty deed (1 copy)
