Skvarla, ill Secretary December 18, 2014 Subject: Notice of Inspection Stormwater Management Permit SW7120101 Family Dollar — Sunbury, NC High Density Commercial Wet Pond Project Gates County On December 17, 2014, 1 inspected the wet detention pond system serving the Family Dollar store located in Sunbury, NC to determine compliance with Stormwater Management Permit Number SW7120101, which was issued on March 6, 2012. The inspection revealed that the system is not being properly maintained. Trash needs to be removed from and around the wet pond. The pond is full to the overflow level. Apparently the small diameter orifice is plugged and the pond cannot drain down to its permanent pool level. Appropriate action should be taken to assure that the pond drains properly as designed. It was also observed that drainage from the adjacent farm field has been diverted into the wet pond. This may result in overloading the pond and not allowing adequate time for solids settling. Off -site drainage should be diverted away from the pond. Please advise when maintenance has been performed. A follow up inspection will be scheduled in about 30 days to determine compliance. TERRACON PERSONNEL: Bob Neel and Allen McColl D V V Q -WA R O Representatives of Terracon Consultants, Inefferracon) were present on the project site today to test proposed bearing soils for building and asphalt paved areas using a dynamic cone penetrometer (dcp) and a hand auger_ A hand auger boring was also advanced, as indicated, within the designated stormwater treatment area to identify the depth to the seasonal high water table. Project information, in the form of a site — utility plan, prepared by Pamlico Engineering, undated, was provided to us by Mr. Taylor. The drawing indicated the location of the building and asphalt paved areas, as well as storrnwater treatment areas. At the time of our site visit, the building comers had been staked. The site is a former wheat field. The areas tested today are indicated on the attached drawing. For hand auger borings one through five, dcp test results were obtained at approximate one foot intervals to a depth of five feet below the existing ground surface. The dcp test results obtained are attached. Hand auger boring six was used in the determination of the seasonal high water table and a discussion of these findings is submitted in a separate report. The soils encountered today included approximately six inches of topsoil, underlain by tan silty fine sand and tan and yellow tan clayey fine sand to a depth of 2.0 feet. This upper sand layer is underlain by gray and tan gray fine sandy day to a depth of 4.5 feet. This clay stratum is underlain by gray clayey fine sand to the boring termination depth (five feet). Groundwater was encountered at a depth of flue feet below the existing ground surface. The site should be stripped of vegetation and topsoil. A stripping depth of six inches is anticipated. Structural fill soil for building and parking areas should be installed in maximum 12 inch loose lift thicknesses. The fill should be compacted to no less than 98 percent of the standard Proctor maximum dry density. Footings should be sized for an allowable soil bearing pressure of 2000 psf. Prepared bearing surfaces for foundations should not be disturbed or left exposed during inclement weather. Saturation of the footing subgrade can cause a loss of strength and increased compressibility. If construction occurs during inclement Continued on the following page. Also, concrete should not be placed on frozen subgrade. The bottom of the foundation excavations should also be clean and free of any loose soil, mud or debris prior to placing concrete. Regardless of the thoroughness of a limited site exploration study, there is always a possibility that subsurface conditions will be different from those at the boring locations, that conditions will not be as anticipated by the designers or contractors, or that the construction process will alter soil conditions. Therefore, the geotechnical engineer's representative should observe the site preparation, earthwork, foundation construction and floor slab construction to confirm. that the conditions indicated by the geotechnical exploration actually exist. We recommend the owner or contractor retain Terracon for this service since we are already familiar with the project, the subsurface conditions, and the intent of the recommendations and design. The conclusions and recommendations provided in this report are subject to Terracon personnel observing the construction procedures and subsurface conditions encountered at the site. TERRACON PERSONNEL: Bob Neel and Allen McCall. Representatives of Terracon Consultants, Inc. were on site today to determine the depth to the seasonal high water table and to visually classify the near surface soils. The location explored is indicated as test site number six on the attached drawing. Please note that the location indicated is not to scale. At the location explored, we observed brown (10YR-5-3) and yellowish brown (10YR-5-4) clayey sitty fine to medium sand from the ground surface to a depth of one foot. Below one foot, the soil texture transitions to clayey fine sand and fine sandy clay. Evidence of the seasonal high water table appears at a depth of 1.5 feet, based on the occurrence of light brownish gray (10YR-6-2) soil mottles. The boring was dry to the termination depth of 3 feet. Mr. Selden Taylor was advised of the observations as discussed herein by electronic correspondence.
