Staff review of the plans and specifications has determined that the project, as proposed, will comply with the Stormwater Regulations set forth in Session Law 2008-211 and Title 15A NCAC 2H.1000. We are forwarding Permit No. SW7111007MOD dated June 20, 2017, for the construction of the subject project. This modification includes addition of Phase II to already permitted Phase I. In the original submittal, the wet detention pond was sized to accommodate Phase II of this project. This modification is for revisions to the wet pond design. This permit replaces all previous stormwater permits for this project, and shall be effective from the date of issuance until September 10, 2020, and shall be subject to the conditions and limitations as specified therein. Please pay special attention to the Operation and Maintenance requirements in this permit. Failure to establish an adequate system for operation and maintenance of the stormwater management system will result in future compliance problems. If any parts, requirements, or limitations contained in this permit are unacceptable, you have the right to request an adjudicatory hearing upon written request within thirty (30) days following receipt of this permit. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings, 6714 Mail Service Center, Raleigh, NC 27699-6714. In order to bring the BMP up to code and avoid disturbing the established tree line, the basin has been redesigned. No changes to the original design parameters are proposed. The redesign consists of earthwork, rip -rap, and pipe adjustments to ensure that all surface area and volume requirements are met. Chowan University Student Housing Development —Pond Redesign V L,,,,, . , State Stormwater Express Review MAY-22011 Erosion and Sediment Control Express Review Original Project_ Narrative: Chowan University has proposed a +/- 4 acre site for student housing. The site includes two buildings housing a maximum of 96 residents, a parking lot with a drop off, a proposed driveway and improvements to an existing driveway. The project is located in Murfreesboro, NC on the west side of Union Street (SR 1179) and 400 ft south of Hassell Drive on grass covered property in front of existing tennis courts currently owned by Chowan University. This property will have a connection to the University and to current student housing via sidewalks and greenways to be constructed. The 1.5" storm water runoff volume will be treated to 90% TSS removal via a wet pond which will also provide detention for the 1-yr 24-hr storm. The storm water will be discharged into the Hares Branch waterway which is part of the Chowan River Basin. This waterway is classified as a NSW/C and has no additional requirements for treatment onsite. We are submitting for a State Storm Water Permit and a Land Quality Erosion and Sediment Control Permit. The existing site is a grassed field located in front of the tennis courts. It is relatively flat and begins to have steep slopes on the north portion of the site. The storm water currently sheet flows into a roadside NCDOT ditch and is transported via culverts to the College Branch waterway. The majority of the future site discharges into the Hares Branch waterway. All storm water will be collected through drainage structures and transported via a piping system to the proposed wet pond. The wet pond is sized for a portion of the master plan build out provide in the calculations manual. It will be constructed to handle 10.01 acres of land with an impervious area of 5.83 Acres. The current site to be constructed is only 1.97 acres of impervious. The remaining 3.86 acres of impervious will be constructed within the next 5 years for future apartment buildings and parking areas. The existing tennis courts will remain for the first portion of the build out, but do not contribute to the proposed wet pond. These tennis courts will be removed once the additional buildings are to be constructed in the future. Pond Redesign Narrative: During the BMP certification process, it was determined that the wet pond was not constructed per design documents. In order to minimize impacts on stabilized vegetation and existing stormwater structures, a pond redesign has been conducted. The project is for three apartment/dormitories on a +1- 10 acre site directly off of Union Street. The work is comprised of a buildings, roadway, drainage, utilities and sidewalks. This work also includes the alteration of a master wet pond for the site for current buildings. Pre -developed Drainage: Currently, the site sits along a ridge between the College Branch waterway and the Hares Branch waterway and is relatively flat. The site has existing tennis courts to the east, which will be removed, and is grassy. The current sites drainage is collected by drainage structures and transported to an existing wet pond. A majority of the sites future master plan flows to the Hares Branch waterway. Post -developed Drainage: The proposed stormwater collection system calls for the installation of RCP, sized accordingly, to be installed within the sites parking lot and roadway and to collect the stormwater runoff. The impervious area is increased, as shown in the plans. The site will alter the existing wet pond for water quality and detention purposes and discharge to the Hares Branch waterway. Erosion Control Plan: An erosion control plan has been prepared in accordance with North Carolina Department of Natural Resources guidelines. Inlet protection, a skimmer basin and silt fencing are to be used during the construction process, and are not to be removed until authorization from NCDENR. Potable Water System: 8" water mains will be extended along the existing roadways and in the parking lot to serve current and future apartment/dormitory buildings. The existing 12" water main will be relocated slightly to the north. Fire hydrants are proposed in the parking lots for fire protection and service. These water lines will be connected to the existing 12" waterline under Union Street and maintain a loop system. Chowan University Student Housing Development — Pond Redesign State Stormwater Express Review Erosion and Sediment Control Express Review Orieinal Proiect Narrative: Chowan University has proposed a +/- 4 acre site for student housing. The site includes two buildings housing a maximum of 96 residents, a parking lot with a drop off, a proposed driveway and improvements to an existing driveway. The project is located in Murfreesboro, NC on the west side of Union Street (SR 1179) and 400 ft south of Hassell Drive on grass covered property in front of existing tennis courts currently owned by Chowan University. This property will have a connection to the University and to current student housing via sidewalks and greenways to be constructed. The 1.5" storm water runoff volume will be treated to 90% TSS removal via a wet pond which will also provide detention for the 1-yr 24-hr storm. The storm water will be discharged into the Hares Branch waterway which is part of the Chowan River Basin. This waterway is classified as a NSW/C and has no additional requirements for treatment onsite. We are submitting for a State Storm Water Permit and a Land Quality Erosion and Sediment Control Permit. The existing site is a grassed field located in front of the tennis courts. It is relatively flat and begins to have steep slopes on the north portion of the site. The storm water currently sheet flows into a roadside NCDOT ditch and is transported via culverts to the College Branch waterway. The majority of the future site discharges into the Hares Branch waterway. All storm water will be collected through drainage structures and transported via a piping system to the proposed wet pond. The wet pond is sized for a portion of the master plan build out provide in the calculations manual. It will be constructed to handle 10.01 acres of land with an impervious area of 5.83 Acres. The current site to be constructed is only 1.97 acres of impervious. The remaining 3.86 acres of impervious will be constructed within the next 5 years for future apartment buildings and parking areas. The existing tennis courts will remain for the first portion of the build out, but do not contribute to the proposed wet pond. These tennis courts will be removed once the additional buildings are to be constructed in the future. Pond Redesign Narrative: During the BMP certification process, it was determined that the wet pond was not constructed per design documents. In order to minimize impacts on stabilized vegetation and existing stormwater structures, a pond redesign has been conducted. Please see revised plans and calculations supporting the pond redesign. As part of this authorization to construct they ask that some changes be made to the plans to accommodate their budget. The site changes were only located to the south of Private Road A. Originally we design the parking lot to accommodate for a future Clubhouse but the University has decided that the clubhouse will not be built in the near future. This resulted in a reduced parking lot as shown on the plans submitted. We have submitted revisions to the Stormwater plans and listed the items that have been revised. They are the following: 1. The sites current drainage area was changed for accommodate for the parking lot reduction. 2. The proposed phase 2 impervious was reduced from 4.09 Acres to 3.38 Acres. 3. The future impervious was increased from 0.57 Acres to 1.28 Acres. ✓ 4. Storm piping was adjusted south of Private Road A to accommodate for the changes in site design and the calculations were updated in the calculations manual. 5. Hydraulic profiles were also provided in the calculations manual. No changes were made to the Wetpond Design from this current impervious reduction. As you see from my letter there is some excessive erosion on side -slopes of this pond that needs some attention. Up to that point this pond should be maintained and work as a permitted stormwater pond. We cannot leave it to sit out there as a sediment basin for unknown length of time. Removal of sediment and planting of the vegetative shelf is not necessary at this stage of the project, until the completion of Phase 2, however the erosion of side -slopes should be addressed along with vegetating of said side -slopes. The approved Operation and Maintenance Plan must be followed in its entirety and maintenance must occur at the scheduled intervals including, but not limited to: a. Semiannual scheduled inspections (every-6 months). b. Sediment removal. C. Mowing and re -vegetation of slopes and the vegetated filter strip. d. Immediate repair of eroded areas. e. Maintenance of all slopes in accordance with approved plants and specifications. f. Debris removal and unclogging of outlet structure, orifice device, level spreader, filter strip, catch basins and piping. g. Access to the outlet structure must be available at all times. 4. Records of maintenance activities must be kept for each permitted BMP. The records will indicate the date, activity, name of person performing the work and what actions were taken. 5. The permittee shall submit to the Division of Water Quality an annual summary report of the maintenance inspection records for each BMP. The report shall summarize the inspection dates, results of the inspections, and the maintenance work performed at each inspection. 6. Access to the stormwater facilities shall be maintained via appropriate easements at all times. 7. The facilities shall be constructed as shown on the approved plans. Filling in, altering, or piping of any vegetative conveyance shown on the approved plan. 11. The Director may notify the permittee when the permitted site does not meet one or more of the minimum requirements of the permit. Within the time frame specified in the notice, the permittee shall submit a written time schedule to the Director for modifying the site to meet minimum requirements. The permittee shall provide copies of revised plans and certification in writing to the Director that the changes have been made. 12. The permittee shall submit final site layout and grading plans for any permitted future areas shown on the approved plans, prior to construction. 13. The site includes two buildings housing a maximum of 96 residents, a parking lot with a drop off, a proposed driveway and improvements to an existing driveway. The project is located in Murfreesboro, NC on the west side of Union Street (SR 1179) and 400 ft south of Hassell Drive on grass covered property in front of existing tennis courts currently owned by Chowan University. This property will have a connection to the University and to current student housing via sidewalks and greenways to be constructed. The 1.5" storm water runoff volume will be treated to 90% TSS removal via a wet pond which will also provide detention for the 1-yr 24-hr storm. The storm water will be discharged into the Hares Branch waterway which is part of the Chowan River Basin. This waterway is classified as a NSW/C and has no additional requirements for treatment onsite. We are submitting for a State Storm Water Permit and a Land Quality Erosion and Sediment Control Permit. The existing site is a grassed field located in front of the tennis courts. It is relatively flat and begins to have steep slopes on the north portion of the site. The storm water currently sheet flows into a roadside NCDOT ditch and is transported via culverts to the College Branch waterway. The majority of the future site discharges into the Hares Branch waterway. All storm water will be collected through drainage structures and transported via a piping system to the proposed wet pond. The wet pond is sized for a portionef the master plan build out provide in the calculations manual. it will be constructed to handlle4 0.0- acres of land with an imperviows area off-C •34 Acres. The current site to be constructed is only 1:97-accres of impervious. The remaining B: �cres of impervious will be constructed within the next 5 years for future apartment buildings and parking areas. The existing tennis courts will remain for the first portion of the build out, but do not contribute to the proposed wet pond. These tennis courts will be removed once the additional buildings are to be constructed in the future. The Wet Detention Basin Supplement and the Stormwater Application are showing different values for Drainage Area and Impervious area. Please revise. 2. The Wet Detention basin Supplement shows SAIDA ration of 3.90. By using average depth of 4.5 feet, my calculations show SAIDA ration of approximately 4.6. The ratio used will result in insufficient Required and Provided Surface area. Please revise. Make sure to update all the documents and plans to reflect this change. 3. Please be reminded that the stormwater management system must be constructed in its entirety, vegetated and operational for its intended use prior to the construction of any built -upon surface. The note on sheet C-3.3 of the plans reads "wet pond to be installed after site stabilization has occurred". Please revise this note accordingly. 4. Provide two copies of revised sheet.
