to as the "stormwater rules') and the approved stormwater management plans and
specifications and other supporting data as attached and on file with and approved by the
Division of Water Quality and considered a part of this permit.
This permit shall be effective from the date of issuance until September 12, 2016, and shall
be subject to the following specified conditions and limitations:
I. DESIGN STANDARDS
This permit is effective only with respect to the nature and volume of stormwater
described in the application and other supporting data. The overall tract built -upon
area percentage for the project must be maintained at 30%, per the requirements of
Section .1005 of the stormwater rules.
2. Each of the 224 lots is limited to the maximum square feet of built -upon area as
indicated on the Attachment and in the approved plans. CAMA regulations may
reduce the allowable built -upon area for those lots within the AEC.
3. This stormwater system has been approved for the management of stormwater runoff
as described in Section 1.6 on page 3 of this permit. The stormwater controls have
been designed to handle the runoff from 0.80 acres of impervious area within a project
area of 870.75 acres.
4. The project proposes the use of two (2) bioretention areas and multiple vegetated
swales and flow spreaders. Each bioretention area must maintain the ground cover,
shrub, and tree population density as specified on the approved plans. Each
designated grassed swale shown on the approved plans must maintain 3:1 (H:V) side
slopes or flatter, maintain a dense vegetated cover, and be located in either a
dedicated common area or a recorded drainage easement.

5. No piping shall be allowed except those minimum amounts necessary to direct runoff
beneath an impervious surface such as a road or under driveways to provide access
to lots and the piping that is shown on the approved plans directing stormwater from
the overflow of bioretention area #2 to a flow spreader.
6. All stormwater collection and treatment systems must be located in either dedicated
common areas or recorded easements. The final plats for the project will be recorded
showing all such required easements, in accordance with the approved plans.
7. The runoff from all built -upon area within drainage areas #1 and #2 of this project must

DwgSTORMW R MANAGEMENT PERMIT APPLICATION FORM
LOW DENSITY SUPPLEMENT
This form may be photocopied for use as an original
A low density project is one that meets the appropriate criteria for built upon area and transports stormwater
runoff primarily through vegetated conveyances. Low density projects should not have a discrete stormwater
collection system as defined by 15A NCAC 2H .1002(18). Low density requirements and density factors can be
found in 15A NCAC 2H .1005 through .1007.
I. PROJECT INFORMATION
Project Name : Riversound ,Development
Contact Person:
Number of Lots:
Mark Adkins
224
Phone Number: ( 704 ) 896-2690
Allowable Built Upon Area Per Lot*: see Cable
*If lot sizes are not uniform, attach a table indicating the number of lots, lot sizes and allowable built upon area
for each lot. The attachment must include the project name, phase, page numbers and provide area subtotals
and totals.
Il. BUILT UPON AREA
See the Stormwater Management Permit Application for specific language that must be recorded in the deed
restrictions for all subdivisions.
For uniform lot sizes, complete the following calculation in the space provided below where:
• SA Site Area - the total project area above Mean High Water. Wetlands may be excluded when the

Permit No. SW7060729
September 12, 2006
Mr. Mark Adkins, Managing Member
Waterfront Group NC, LLC -1
17505 West Catawba Avenue, Suite 350
Cornelius, NC 28031
Subject: Stormwater Permit No. SW7060729
Riversound Development
High Density Project
Chowan County
Dear Mr. Adkins:
The Washington Regional Office received a complete Stormwater Management Permit
Application for Riversound Development on August 31, 2006. Staff review of the plans and
specifications has determined that the project, as proposed, will comply with the Stormwater
Regulations set forth in Title 15A NCAC 2H.1000. We are forwarding Permit No.
SW7060729 dated September 12, 2006, for the construction of the subject project.
This permit shall be effective from the date of issuance until September 12, 2016, and shall
be subject to the conditions and limitations as specified therein. Please pay special attention
to the Operation and Maintenance requirements in this permit. Failure to establish an
adequate system for operation and maintenance of the stormwater management system will
result in future compliance problems.
If any parts, requirements, or limitations contained in this permit are unacceptable, you have
the right to request an adjudicatory hearing upon written request within thirty (30) days
following receipt of this permit. This request must be in the form of a written petition,
conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office
of Administrative Hearings, P.O. Drawer 27447, Raleigh, NC 27611-7447. Unless such
demands are made this permit shall be final and binding.
If you have any questions, or need additional information concerning this matter, please
contact Scott Vinson, or me at (252) 946-6481.
Sincerely,
Al Hodge

Each
designated grassed swale shown on the approved plans must maintain 3:1 (H:1) side
slopes or flatter, maintain a dense vegetated cover, and be located in either a
dedicated common area or a recorded drainage easement.

Inspection Summary:
There was impervious area, gravel rd. leading to waste infil. ponds, that was constructed without a permit. (phase 2 area)
The road side swales that were permitted, were constructed with side slopes too steep, 1:1 & 2:1. They should be 3:1.
The two permitted bioretention areas were not properly planted and the larger one was incorrectly constructed and
allowed runoff from the parking lot to drain out of the bioretention similar to a swale. The ends should have been bermed
up to allow for the proper storage and infiltration of runoff.

Comment: There was impervious area (gravel road leading to waste infil. ponds) that
was not covered under the Phase 1 permit.
The road side swales (that were covered under the Riversound Phase 1 permit) had
side slopes that were constructed too steep, 2:1, and were not in compliance with the
approved plans, 3:1.
Although the gravel parking lot & boat ramp area drive had been constructed, the two
bioretention areas had not been appropriately planted with the necessary trees,
shrubs & mulch and the larger bioretention area was not properly constructed to store
any runoff. The two ends were open and graded down to the road side swales allowing
water to drain out with no storage.
