FORT BRAGG HAS TWO NON -HAZARDOUS SOLID WASTE FACILITIES, WHICH ARE PERMITTED BY THE NOR DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES (NCDENR). A CONSTRUCTION AND DEMOLITION L LANDFILL, PERMIT NO. 26-08 AND A MUNICIPAL SOLID WASTE (MSW) TRANSFER STATION, PERMIT N0, 26- TRANSFER OF MSW OFF FORT BRAGG TO A PERMITTED LANDFILL. THE PERMITTED FACILITIES ARE LOCATE[ ROAD, BETWEEN LONGSTREET AND MCKELLAR ROADS, WITHIN FORT BRAGG'S CANTONMENT AREA. ENTRANCI IS LOCATED ON LONGSTREET ROAD BEFORE THE ACCESS CONTROL POINT. THE SOLID WASTE FACILITIES A{ FORT BRAGG, POPE AIR FORCE BASE, AND CAMP MACKALL. 2. THE C&D LANDFILL IS PERMITTED TO RECEIVE LAND CLEARING DEBRIS, CONSTRUCTION AND DEMOLITIOP ASBESTOS CONTAINING MATERIALS (ACM) GENERATED ON FORT BRAGG, THIS INCLUDES NON -HAZARDOUS 1 GENERATED AT LAND CLEARING SITES AND CONSTRUCTION SITES SUCH AS, DIRT CLEARED FROM LAND CLEF BRICKS, AND CONCRETE, PAINTED AND TREATED WOOD, INCIDENTAL SCRAP METALS, TREATED WOOD, PACKk SHINGLES, EMPTY METAL CANS, AND WALL BOARD. ACM IS DISPOSED IN A DESIGNATED CELL WITHIN THE C LANDFILL OPERATOR. THE ASBESTOS WASTE SHALL BE PROPERLY BAGGED OR CONTAINED AND WITH MANY BEFORE ACCEPTANCE THE WASTE BEFORE PLACING INTO THE C&D LANDFILL. YARD WASTE IS NOT ALLOWE LANDFILL. 3. THE WASTE TRANSFER STATION (WTS) ACCEPTS MSW, WHICH INCLUDES; GARBAGE, PAPER, PLASTIC AND FROM SUPPORT ACTIVITIES, TROOP BARRACKS AND MOTOR POOLS AND FAMILY HOUSING. THE MSW IS PRE SHIPMENT AND IS TRANSPORTED TO AN APPROVED AND PERMITTED LANDFILL OFF FORT BRAGG. YARD WA! IN THE WTS. 4. CONCRETE AND ASPHALT SHALL NOT BE MIXED WITH DEBRIS AND BE FREE OF ASBESTOS AND LEAD E SHALL BE CUT CLOSE TO THE CONCRETE. DIRT SHOULD BE MINIMAL WITH -IN THE CONCRETE AND ASPHAI ASPHALT SHALL BE STOCKPILED AT THE DESIGNATED RECYCLING SITE AT THE LANDFILL FACILITY. 5. TREE AND YARD WASTE SHALL NOT BE MIXED TOGETHER, TREE AND YARD WASTE SHALL BE FREE OF (BAGS, BOTTLES, CANS, PLASTIC, PAPER, ETC.). TREE WASTE WHICH INCLUDES, TREES, LIMBS, AND STUMPS BE CUT IN MANAGEABLE LENGTHS (6'), STUMPS (TREE CUT LOW TO THE BASE), AND LARGE DIAMETER THE IN 3 FOOT PIECES. TREE WASTE SHALL BE STOCKPILED AT THE DESIGNATED RECYCLING SITE AT THE LANDI WASTE WHICH INCLUDES PINE NEEDLES, PINE CONES, LEAVES, AND GRASS CLIPPINGS SHALL BE PLACED X RECYCLING SITE AT THE LANDFILL FACILITY. 6. TIRES ARE PROHIBITED FROM BEING DISPOSED OF IN THE C&D LANDFILL AND IN THE WTS. 7. PALLETS ARE PROHIBITED FROM BEING DISPOSED OF IN THE C&D LANDFILL AND IN THE WTS. PALLET RECYCLED OR RE -USED. PALLETS CAN BE PLACED AT THE DESIGNATED RECYCLING SITE AT THE LANDFILL 8. HAZARDOUS WASTE AND LIQUID WASTE ARE PROHIBITED FROM BEING DISPOSED OF IN THE C&D LANDF 9. APPLIANCES/WHITE GOODS, WHICH INCLUDE ITEMS SUCH AS; WASHERS, DRYERS, REFRIGERATORS, AND ARE BANNED FROM THE C&D LANDFILLS AND THE WTS AND SHALL BE DISPOSED THROUGH THE PRIME COI OFF -POST SALVAGE COMPANY OR THROUGH DEFENSE REUTILIZATION AND MARKETING OFFICE (DRMO). FREO CONTAINING ITEMS" SHALL BE REMOVED BY CERTIFIED PERSONNEL AND DOCUMENTED. 10. ALL LANDFILL USERS MUST DELIVER LOADS PRE -SEGREGATED FOR DELIVERY TO THE C&D LANDFILL, AREAS. ALL LANDFILL USERS WILL RECYCLE TO THE MAXIMUM EXTENT POSSIBLE. FORT BRAGG'S LANDFILL NC REGULATIONS REQUIRE A MINIMUM OF 40% DIVERSION ANNUALLY. 11. A "LANDFILL USAGE CODE" IS REQUIRED TO ENTER THE LANDFILL. OBTAIN AN "APPLICATION FOR LAN PERMi"'' THROUGH YOUR GOVERNMENT REPRESENTATIVE. APPROVAL AND ISSUED OF THE PERMIT IS FROM WASTE/RECYCLING SECTION OF THE DIRECTORATE OF PUBLIC WORKS ENVIRONMENTAL DIVISION PHONE NUMI 396--3372/396-5323. STATE LAW AND POST REGULATIONS REQUIRE COVERING OF LOADS TO PREVENT LITTER. 15A NORTH ADMINISTRATIVE CODE 13B.0105(D) STATES: "VEHICLES TRANSPORTING WASTE SHALL BE LOADED AND MOVE[ MANNER THAT THE CONTENTS WILL NOT FALL, LEAK, OR SPILL AND SHALL BE COVERED WHEN NECESSARY BLOWING MATERIAL." IF A SPILL OCCURS, THE TRANSPORTER SHALL PICK UP THE MATERIAL IMMEDIATELY, VEHICLE AND THE AREA PROPERLY CLEANED -UP." 13. PRIME CONTRACTORS ARE RESPONSIBLE FOR THE WASTE GENERATED ON THEIR SITES AND TRANSPORT LANDFILLS, AND SHALL COMPLY WITH ALL GUIDANCE WITHIN THIS DOCUMENT AND OTHER APPLICABLE FORT AND POLICIES. THE LOADS COMING INTO THE C&D LANDFILL AND WTS ARE SUBJECT TO INSPECTION AND LANDFILL OPERATORS AND/OR THE ENVIRONMENTAL COMPLIANCE BRANCH PERSONNEL TO ENSURE COMPLIAI MAINTAINED. NON -COMPLIANT LOADS WILL NOT BE ALLOWED TO DUMP AND THE VEHICLES MAY BE QUARAI TO STATE NOTIFICATION.
