(Amec Foster Wheeler) is pleased to submit this letter report of stormwater discharge sampling and analysis for the Continental Automotive Systems facility located at One Quality Way in Fletcher, North Carolina. This sampling event was performed to comply with the requirements contained in the General Permit for Stormwater Discharge (Permit NCG030000 effective November 1, 2012, and expires October 31, 2017) issued by the North Carolina Department of Environment and Natural Resources, now the North Carolina Department of Environmental Quality (NCDEQ). The Continental Automotive Systems certificate of coverage under this permit is NCG030572. Six stormwater outfalls are located at the site, as shown on the attached Figure 1. The outfalls discharge indirectly into an unnamed tributary of McDowell Creek prior to McDowell Creek's confluence with the French Broad River. According to NCDEQ's water quality classification of the French Broad River basin, McDowell Creek and the adjacent portion of the French Broad River are not currently classified as the following sensitive receiving waters: Outstanding Resource Waters, High Quality Waters, Primary Nursery Areas and Trout Waters. Therefore, the more protective benchmark value listed in the General Permit for total suspended solids (50mg/L) does not apply to stormwater discharges at the site — the applicable benchmark value for total suspended solids is 100 mg/L. A rain gauge is present at the site approximately six feet above ground in an open area at a distance of at least twice the height of surrounding structures. The storm event occurred between approximately 5:00 AM on September 11, 2017 and 6:00 AM on September 12, 2017, with the majority of the rainfall between 2:00 PM on September 11, 2017, and 3:00 AM on September 12, 2017. Total rainfall for the event was 1.30 inches as measured at the Asheville Regional Airport gauging station, which is approximately one mile northeast of the site. Because of an administrative oversight, the final rainfall reading at the on -site rain gauge was not collected. Discharge did not occur from the basin outfalls during the 72 hours prior to the measureable storm event. Amec Foster Wheeler personnel observed the discharge from the OF-1 basin was being 'short-circuited', and stormwater was discharging from 'springs' in the bank of the creek and not over the rip -rap overflow. The cause of the short-circuiting is unknown, but might be from burrowing animals or water piping/channeling (the bowing water was 'clear'). Because of the short-circuiting and lack of discharge at the rip -rap overflow, the stormwater sample at OF-1 was collected directly from the inlet to the basin at OF-1 and not at the typical rip -rap discharge overflow location. Within 30 minutes of constant, measurable discharge from the basins, the pH of the stormwater was measured with a calibrated pH meter and stormwater samples were collected from representative stormwater outfalls OF-1 and OF-4. The samples were packed in an ice -chilled cooler and delivered with chain -of -custody via overnight courier to Environmental Science Corporation in Mt. Juliet, Tennessee (a North Carolina -accredited laboratory) for analysis of total lead, total zinc, and total copper according to EPA Method 6020, total suspended solids (TSS) according to Standard Method 2540D, and non -polar oil and grease according to EPA Method 1664A with silica -gel treatment and hexane extraction. Laboratory results are recorded on the attached NCDEQ Semi -Annual Stormwater Discharge Monitoring Report. The laboratory report is also attached. Field analysis of the stormwater samples indicated the pH values for outfalls OF-1 and OF-4 were within the NCDEQ benchmark range. Laboratory results indicate zinc was detected at a concentration that exceeds the NCDEQ benchmark value at outfall OF -I. The remaining monitored parameters were below their respective NCDEQ benchmark values. As described in NCDEQ's Relief from Monthly Stormwater Sampling letter, dated September 19, 2014, NCDEQ granted temporary regulatory relief from the tiered responses previously 2 Continental Automotive Systems - Stormwater Discharge Sampling and Analysis September 29, 2017 Amec Foster Wheeler Project 6252-17-0287 required by exceedances of copper and zinc above NCDEQ benchmarks for the duration of current permit period, which expires October 31, 2017. The concentration of zinc detected in the stormwater sample collected from outfall OF-1 is similar (e.g. same order of magnitude) to concentrations detected in the previous stormwater samples collected from outfall OF-1 during monthly sampling/tiered responses or semi-annual sampling events. Based on previous sampling results, the NCDEQ's Relief from Monthly Stormwater Sampling letter, and the current detected concentration of zinc in outfall OF-1 sample, the value is in compliance with the regulatory exemption. Non -polar oil and grease was not detected above the laboratory reporting limit or the NCDEQ benchmark in outfall OF-1 during the September 2017 sampling event, as it was during the June 2017 sampling event. Continental identified a rolloff dumpster containing scrap metal with oil/grease/petroleum residues in the southern loading dock area as a possible source of the non -polar oil and grease detection and exceedance during a stormwater management inspection of the outfall OF-1 watershed. The rolloff dumpster was removed from the site and replaced, and a record of this inspection and corrective action was prepared by Continental. Amec Foster Wheeler recommends repairing the OF-1 basin to prevent short-circuiting of basin from rip -rap overflow and to remove potentially remaining oillgreaselpetroleum residue/staining from the basin/rip-rap overflow structure. Amec Foster Wheeler recommends renewing Continental's current General Permit for Stormwater Discharge, which expires October 31, 2017. NCDEQ should send renewal instructions/procedures by mail. It is anticipated the site will continue to be required to perform `regular' permit -specified semi-annual stormwater sampling of representative outfalls OF-1 and OF-4, with the next sampling event scheduled for the first half of 2018. Significant increases in detected concentrations of copper or zinc, as compared to historically -detected concentrations, could result in implementation or continued implementation of a Tiered response as required by the General Permit and as noted in the NCDEQ regulatory relief letter. (Amec Foster Wheeler) is pleased to submit this letter report of stormwater discharge sampling and analysis for the Continental Automotive Systems facility located at One Quality Way in Fletcher, North Carolina. This sampling event was performed to comply with the requirements contained in the General Permit for Stormwater Discharge (Permit NCG030000 effective November 1, 2012, and expires October 31, 2017) issued by the North Carolina Department of Environment and Natural Resources, now the North Carolina Department of Environmental Quality (NCDEQ). The Continental Automotive Systems certificate of coverage under this permit is NCG030572. Six stormwater outfalls are located at the site, as shown on the attached Figure 1. The outfalls discharge indirectly into an unnamed tributary of McDowell Creek prior to McDowell Creek's confluence with the French Broad River, According to NCDEQ's water quality classification of the French Broad River basin, McDowell Creek and the adjacent portion of the French Broad River are not currently classified as the following sensitive receiving waters: Outstanding Resource Waters, High Quality Waters, Primary Nursery Areas and Trout Waters, Therefore, the more protective benchmark value listed in the General Permit for total suspended solids (50mg/L) does not apply to stormwater discharges at the site — the applicable benchmark value for total suspended solids is 100 mg/L. Amec Foster Wheeler personnel were onsite to perform Stormwater sampling during a measureable storm event on June 22, 2017. The storm event occurred between approximately 9:00 AM and 3:00 PM on June 22, 2017, with the majority of the rainfall between 9:00 AM and 10:00 AM and between 1:00 PM and 3:00 PM. Total rainfall for the event was 0.41 inches as measured at the Asheville Regional Airport gauging station, which is approximately one mile northeast of the site. Amec Foster Wheeler recorded 0.26 inches of rain in the onsite rain gauge during the event. Discharge did not occur from the basin outfalls during the 72 hours prior to the measureable storm event. - Within 30 minutes of constant, measurable discharge from the basins, the pH of the stormwater was measured with a calibrated pH meter and stormwater samples were collected from representative stormwater outfalls OF-1 and OF-4. The samples were packed in an ice -chilled cooler and delivered with chain -of -custody via overnight courier to Environmental Science Corporation in Mt. Juliet, Tennessee (a North Carolina -accredited laboratory) for analysis of total lead, total zinc, and total copper according to EPA Method 6020, total suspended solids (TSS) according to Standard Method 2540D, and non -polar oil and grease according to EPA Method 1664A with silica -gel treatment and hexane extraction Laboratory results are recorded on the attached NCDEQ Semi -Annual Stormwater Discharge Monitoring Report. The laboratory report is also attached. Field analysis of the stormwater samples indicated the pH values for outfalls OF-1 and OF-4 were within the NCDEQ benchmark range. Laboratory results indicate zinc was detected at a concentration that exceeds the NCDEQ benchmark value at outfall OF-1 and outfall OF-4. Non -polar oil and grease and copper concentrations detected at outfall OF-1 also exceeded the NCDEQ benchmark values. The remaining monitored parameters were below their respective NCDEQ benchmark values. As described in NCDEQ's Relief from Monthly Stormwater Sampling letter, dated September 19, 2014, NCDEQ granted temporary regulatory relief from the tiered responses previously required by exceedances of copper and zinc above NCDEQ benchmarks for the duration of current permit period, which expires October 31, 2017. The concentrations of zinc and copper detected in the stormwater sample collected from outfalls OF-1 and OF-4 are similar (e.g. same 2 Continental Automotive Systems - Stormwater Discharge Sampling and Analysis July 27, 2017 Amec Foster Wheeler Project 6252-17-0287 order of magnitude) to concentrations detected in the previous stormwater samples collected from outfalls OF-1 and OF-4 during monthly sampling/tiered responses or semi-annual sampling events. Based on previous sampling results, the NCDEQ's Relief from Monthly Stormwater Sampling letter, and the current detected concentration of zinc and/or copper in outfall OF-1 and OF-4 samples, the values are in compliance with the regulatory exemption. The concentration of non -polar oil and grease detected in outfall OF-1 was in exceedance of the NCDEQ benchmark value. Based on a preliminary evaluation of the result, Amec Foster Wheeler notified Continental, which then performed a stormwater management inspection of the outfall OF-1 watershed in an attempt to identify a possible source of the non -polar oil and grease. This inspection identified a rolloff dumpster containing scrap metal with oillgreaselpetroleum residues in the southern loading dock area, within the outfall OF-1 watershed. The rolloff dumpster was quickly removed from the site and replaced, and a record of this inspection and corrective actions was prepared by Continental. Please note, during the June 22, 2017, sampling event, oil/grease/petroleum odors and staining were observed by Amec Foster Wheeler personnel. The same personnel were onsite previously during an attempted stormwater sampling event (insufficient rain for discharge) on June 13, 2017, in which oil/grease/petroleum odors and staining were not observed. Therefore, it is assumed oil/grease/petroleum products originating from the rolloff dumpster discharged from outfall OF-1 sometime between June 13, 2017, and June 22, 2017. Amec Foster Wheeler recommends that Continental perform a Tier One response by collecting additional stormwater samples from outfall OF-1; one sample directly from the outfall pipe and one sample below the outfall OF-1 basin rip -rap overflow (typical outfall OF-1 sample location) during the next measurable storm event that produces discharge. Samples shall be analyzed for non -polar oil and grease. The additional sampling will evaluate the effectiveness of the corrective actions for the potential source of the non -polar oil and grease concentration in the direct stormwater discharge, as well as from potential residue in the outfall OF-1 basin. Amec Foster Wheeler also recommends, pending the results of the above OF-1 resampling, that the site continue to perform 'regular' permit -specified semi-annual stormwater sampling of representative outfalls OF-1 and OF-4, with the next sampling event scheduled for the second half of 2017 but before October 31, 2017, Continental's current General Permit for Stormwater 3 Continental Automotive Systems - Stormwater Discharge Sampling and Analysis July 27, 2017 Amec Foster Wheeler Project 6252-17-0287 Discharge expires October 31, 3017. The attached results from our facility located at 1 Quality Way, Fletcher, North Carolina 28732 were obtained to comply with General Permit number NCG030000 effective Nove ough October 31, 2016. Our coverage under this permit is associated with nu er NCG030572. r facility is conducting representative outfall sampling as approved by your f * e. Sampling was conducted by AMEC personnel on June 21, 20152 between 2:10pm and 3:10pm. The total rainfall for the event was 0.55 inches as measured by the Asheville Regional Airport gauging system which is located approximately one mile northeast of our campus. Rainfall of greater measureable storm event on June 27, 2016. The storm event occurred between approximately 1:20 PM and 5:00 PM on June 27, 2016, with the majority of the rainfall between _ 1:20 PM and 2:00 PM. Total rainfall for the event was 0.96 inches as measured at the Asheville Regional Airport gauging station which is approximately one mile northeast of the site. The onsite rain gauge malfunctioned during the event, and an accurate reading was not able to be recorded. Discharge did not occur from the basin outfalls during the 72 hours prior to the measureable storm event. Within 30 minutes of constant, measurable discharge from the basins during the measurable storm event, the pH of the stormwater was measured with a calibrated pH meter and stormwater samples were collected from representative stormwater outfalls OF-1 and OF-4. The samples were packed in an ice -chilled cooler and delivered with chain -of -custody via overnight courier to Environmental Science Corporation in Mt, Juliet, Tennessee (a North Carolina accredited laboratory) for analysis of total lead and total zinc according to EPA Method 6010, total copper according to EPA Method 6020, total suspended solids (TSS) according to Standard Method 2540D and non -polar oil and grease according to EPA Method 1664A with silica -gel treatment and hexane extraction. Laboratory results are recorded on the attached NCDEQ Semi -Annual Stormwater Discharge Monitoring Report. The laboratory report is also attached. Field analysis of the stormwater samples indicated the pH values for outfalls OF-1 and OF-4 were within the NCDEQ benchmark range. Laboratory results indicate zinc was detected at a concentration that exceeds the NCDEQ benchmark value at outfall OF-1 and outfall OF-4. Total suspended solids and copper concentrations detected at outfall OF-4 exceeded the NCDEQ benchmark values. The remaining monitored parameters were below their respective NCDEQ benchmark values. As described in NCDEQ's Relief from Monthly Stormwater Sampling letter, dated September 19, 2014, NCDEQ granted temporary regulatory relief from the tiered responses previously required by exceedances of copper and zinc above NCDEQ benchmarks for the duration of current permit period, which expires October 31, 2017. The concentrations of zinc and copper (Continental Automotive Systems - Stormwater Discharge Sampling and Analysis August 2, 2016 Amec Foster Wheeler Project 6252-16-0241) detected in the stormwater sample collected from outfalls OF-1 and OF-4 are similar (e.g. same order of magnitude) to concentrations detected in the previous stormwater 112 Continental-�.-, samples collected from outfalls OF-1 and OF-4 during monthly sampling/tiered responses or semiannual sampling events. Based on previous sampling results, the NCDEQ's Relief from Monthly Stormwater Sampling letter, and the current-dZtected concentration of zinc and copper in outfalls OF-1 and OF-4 sample, the values are in compliance with the regulatory exemption. However, the total suspended solids concentration detected at outfall OF-4 exceeds the NCDEQ benchmark. We note that the intensity of the rain event (nearly one inch of rain within 30 minutes; or, an approximate '1-year storm') likely produced the turbid discharge from the stormwater basin outfall. Regardless, because of this higher total suspended solids concentration at outfall OF4, Continental Henderson will perform the following list of requirements for a Tier One response at the facility: 1. Conduct a stormwater management inspection of the facility within two weeks of receiving sampling results. 2. Identify and evaluate possible causes of the benchmark value exceedance. 3. Identify potential, and select the specific: source controls, operational controls, or physical improvements to reduce concentrations of the parameters of concern, or to bring concentrations to within the benchmark range. 4. Implement the selected actions within two months of the inspection. 5. Record each instance of a Tier One response in the Stormwater Pollution Prevention Plan. Include the date and value of the benchmark exceedance, the inspection date, the personnel conducting the inspection, the selected actions, and the date the selected actions were implemented. It is our belief these actions will reduce the total suspended solids in our discharge and the facility will return to operating within the boundaries of our permit parameters. (Amec Foster Wheeler) is pleased to submit this letter report of stormwater discharge sampling and analysis for the Continental Automotive Systems facility located at One Quality Way in Fletcher, North Carolina. This sampling event was performed to comply with the requirements contained in the General Permit for Stormwater Discharge (Permit NCG030000 effective November 1, 2012, and expires October 31, 2017) issued by the North Carolina Department of Environment and Natural Resources, now the North Carolina Department of Environmental Quality (NCDEQ). The Continental Automotive Systems certificate of coverage under this permit is NCG030572. Six stormwater outfalls are located at the site, as shown on the attached Figure 1. The outfalls discharge indirectly into an unnamed tributary of McDowell Creek prior to McDowell Creek's confluence with the French Broad River. According to NCDEQ's water quality classification of the French Broad River basin, McDowell Creek and the adjacent portion of the French Broad River are not currently classified as the following sensitive receiving waters: Outstanding Resource Waters; .High Quality Waters, Primary Nursery Areas and Trout Waters. Therefore, the more protective benchmark value listed in the General Permit for total suspended solids (50mg/L) does not apply to stormwater discharges at the site — the applicable benchmark value for total suspended solids is 100 mg/L. Amec Foster Wheeler personnel were onsite to perform stormwater sampling during a measureable storm event on October 7, 2016. The storm event occurred between approximately 9:00 AM and midnight on October 7, 2016, with the majority of the rainfall between 11:00 AM and 2:00 PM. Total rainfall for the event was 0.50 inches as measured at the Asheville Regional Airport gauging station, which is approximately one mile northeast of the site. Amec Foster Wheeler gauged 0.30 inches of rain in the onsite rain gauge during the event, however some of the early rainfall was not captured in the onsite rain gauge. Discharge did not occur from the basin outfalls during the 72 hours prior to the measureable storm event. Within 30 minutes of constant, measurable discharge from the basins during the measurable storm event, the pH of the stormwater was measured with a calibrated pH meter and stormwater samples were collected from representative stormwater outfalls OF-1 and OF-4. The samples were packed in an ice -chilled cooler and delivered with chain -of -custody via overnight courier to Environmental Science Corporation in Mt. Juliet, Tennessee (a North Carolina - accredited laboratory) for analysis of total lead, total zinc, and total copper according to EPA Method 6020, total suspended solids (TSS) according to Standard Method 2540D, and non - polar oil and grease according to EPA Method 1664A with silica -gel treatment and hexane extraction. Laboratory results are recorded on the attached NCDEQ Semi -Annual Stormwater Discharge Monitoring Report. The laboratory report is also attached. Field analysis of the stormwater samples indicated the pH values for outfalls OF-1 and OF-4 were within the NCDEQ benchmark range. Laboratory results indicate zinc was detected at a concentration that exceeds the NCDEQ benchmark value at outfall OF-1 and outfall OF-4. The copper concentration detected at outfall OF-1 also exceeded the NCDEQ benchmark value. The remaining monitored parameters were below their respective NCDEQ benchmark values. As described in NCDEQ's Relief from Monthly Stormwater Sampling letter, dated September 19, 2014, NCDEQ granted temporary regulatory relief from the tiered responses previously required by exceedances of copper and zinc above NCDEQ benchmarks for the duration of current permit period, which expires October 31, 2017. The concentrations of zinc and copper 2 Continental Automotive Systems - Stormwater Discharge Sampling and Analysis October 27, 2016 Amec Foster Wheeler Project 6252-16-0241 detected in the stormwater sample collected from outfalls OF-1 -and OF-4 are similar (e.g. same order of magnitude) to concentrations detected in the previous stormwater samples collected from outfalls OF-1 and OF-4 during monthly sampling/tiered responses or semiannual sampling events. Based on previous sampling results, the NCDEQ's Relief from Monthly Stormwater Sampling letter, and the current detected concentration of zinc and/or copper in outfalls OF-1 and OF-4 sample, the values are in compliance with the regulatory exemption. Amec Foster Wheeler recommends that the site continue to perform 'regular' permit -specified i semi-annual stormwater sampling of representative outfalls OF-1 and OF-4, with the next sampling event scheduled for the first half of 2017. Significant increases in detected i concentrations of copper or zinc, as compared to historically -detected concentrations, or detections of total suspended solids above the benchmark value, could result in implementation or continued implementation of a Tiered response as required by the General Permit and as noted in the NCDEQ regulatory relief letter. Amec Foster Wheeler recommends submitting this documentation of stormwater sampling, along with the attached Stormwater Discharge Outfall Monitoring Report, to NCDEQ for their files.
