Send all suspicious email as an attachment t report.spam@nc.gov A A Hello Bethany, I am an environmental specialist working with Stacy and Veronica on the decommissioning of the Rohm and Haas Chemicals LLC Charlotte site. Stacy sent me your email below. I wanted to run our plans by you before proceeding. Our current SPPP calls for us to retain stormwater in areas like raw material dikes then discharge them to our stormwater system after inspection. We have finished cleaning our raw material tanks and dikes, and are planning on breaching the dike walls to allow stormwater to discharge freely, without inspection, to the stormwater retention basin. Our process area, which currently drains to our wastewater treatment system and is discharged to CMUA, is in the process of being cleaned. It is our intention, once completed, to drain stormwater from this area to our stormwater basin. We will continue to monitor our stormwater discharges as required by our permit until we complete decommissioning and terminate the permit. Does this sound acceptable to you? Stacy, When industrial activities have ceased and materials or potential legacy contaminants have been removed, the company can request rescission of this stormwater permit. Other documentation is not required because the Regional Office will schedule a site visit to confirm conditions no longer require permit coverage. From: Bryson, Stacy (S) Sent: Thursday, May 14, 2020 10:11 AM To: bethany.georgoulias@ncdenr.gov Subject: Rohm and Haas Chemicals LLC - Charlotte Site - NPDES Permit NCS000386 As you may be aware, the Rohm and Haas Chemicals site in Charlotte has ceased manufacturing operations. This site is covered under NPDES Permit NCS000386. At this time, decommissioning activities are continuing. Plans are to sell the site or demolish the site if a buyer is not found. There are no plans at this time to pursue a transfer of the existing permit. Of course, NC DEQ would be notified per permit conditions should this situation change. Of course, permit compliance is being maintained during decommission activities. The question is what activities and documentation are necessary to request final closure of the permit? At this time, there are plans to cap the wastewater outfall when appropriate based on site activities. Any input you can provide on the path forward is much appreciated.
