Met with Mr. Dwayne Bailey, EHS manager, 252/558-0215. This is a scrap metal recycling company with SIC code 3341; their primary operation recovers precious metals from waste products. The company submitted an application for an individual stormwater permit on 04/01/2015. The draft permit went to public notice 08/22/2019 and is still pending. The purpose of my inspection was to verify the information in their application & make recommendations regarding the permit. In general, the information found in their application & contained in the CO staff report appears to be accurate. The following observations/comments are provided: 1) Sodium Hydroxide Above Ground Storage Tanks located in concrete berm area behind the building with two PVC outlet gate valves; but no locks available. Dwayne indicated these would be replaced with lockable valves. 2) Gravel yard area with (3) primary drop inlets drain to an adjacent grassed ditch along the western side of the plant site. This drainage feature appears to be the primary outlet for this site and may be the appropriate designated Stormwater Discharge Outfall (SDO) outfall for sample collection. Advised Dwayne to further evaluate the drainge outlet(s) to determine the most representative SDO location. If more than one outlet exist, then Representative Outfall Status (ROS) may be reasonable. 3) Due to ongoing building renovations, several temporary open dumpsters on site with primarily construction debris. Dwayne indicated that any permanent onsite dumpsters are normally covered. He will follow-up re this issue. 4) Small area of dead grass located adjacent to access drive on westside of property. Need to investigate cause and repair/reseed this area. In general, this appears to be a well managed facility with reasonable operation and maintenance practices. A follow-up inspection should be scheduled once the permit is issued & the company has reasonable time to fully implement the SP3 plan. It is recommended that NCS000583 stormwater pemrit be issued. NOTE: Upon issuance of this individual sw permit, the currently active No Exposure Certification [NCGNE0016] should be rescinded.
