It is the understanding of the Division that the subject facility no longer requires coverage by a
stomiwater permit. In accordance with this information, NPDES General Permit NCGO80506 is
rescinded, effectively immediately.
Please be advised that this permit rescission is based wholly upon the activities which would require
general permit coverage at the site have ceased or been eliminated. Division staff has not visited the site
to obtain independent verification. Operating a treatment facility, discharging wastewater or discharging
stormwater to waters of the State without a valid NPDES Permit will subject the responsible party to a
civil penalty of up to $25,000 per day. Enforcement action will be certain for persons that have
voluntarily relinquished permit coverage when, in fact, continuing permit coverage was necessary. If, in
retrospect, you feel the sites still require permit coverage, you should notify this office immediately.
Furthermore, if in the future you wish to again discharge to the State's surface waters, you must first
apply for and receive a new NPDES Permit.

Your Iacility is currently covered for stormwatcr discharge under General Permit NCG080000. This permit expires
on August 31. 2002. The Division staff is currently in the process of rewriting this permit and is scheduIcot to have
the permit reissued by late sununcr of 2002. Once the permit is reissual, your facility would be eligible for
conlimtcCI covcrngc under the reissued permit.
In order to assure your continued covcrngc under the general permit, you must apply to the Division of Watcr
Quality (DWQ) for renewal of your permit coverage. To make this renewal process easier, we are inIO1111ing you in
advance that your permit will be expiring. Enclosed you will find a General Permit Coverage Renewal
Application Form. The applicmion must be completed and returned by March 4.2002 in order to assure continued
coverage under the general permit.
Failure to reyucst renewal within this time period may result in a civil assessment of at (cast $250.00. Larger
penalties may be assessed depending on the (]clinyucncy of the reCluest. Discharge of stormwatcr From your facility
without coverage under a valid stornivimer NPDES permit would constitute a violtmion of NCGS 143-215.1 and
could result in assessments of civil penahicS of up to $10.000 per cloy.

lacilitics in any of the I I categories of "storm water (]ischargcs associated with industrial activity." (except
construction nCII UCS). II you feel your facility can certify a condition of "no exposure", i.c. the facihy industrial
