The facility did have its SPPP on site, but there were some components of the plan that were observed to be out of compliance: 1. The facility had only been conducting annual qualitative monitoring instead of semi-annual. 2. Best Management Practice forms were only completed once a year instead of each week. Mr. Byrd was made aware of these deficiences and indicated he would work to make the necessary improvements.
