The site is now covered with volunteer woody vegetation and some existing large stands of trees, predominantly pines. Current conditions consist of an existing baseball field, woodland, golf paths, and grass areas. There is no evidence of significant erosion under present site conditions in the vicinity of the areas being developed. The site has rolling topography sloping generally at 3%-10% and drains North East towards Tank Creek and Little River. The site has been situated to save to the maximum extent possible existing vegetation and large stands of trees as well as existing wetland and stream buffer areas. The Natural Resources Conservation Service (MRCS) Soil Survey of Cumberland County indicates that the soils present within the construction area consist of Blaney loamy sand (BaD), Blaney -Urban land complex (BdD), and Wagram-Urban land complex (WgB). Wagram soils are considered well drained with permeability rates greater the 6 inch/hour. The surface is loamy sand, —8" thick. The subsurface is loamy fine sand at —8-24 inch, sandy clay loam at —24-75 inches and sandy loam at 75 to 83 inches layer. Project Description This project involves converting an existing baseball field into a softball field and adding three new adjacent softball fields, a small restroom building and a semi -pervious gravel parking lot. In addition to the softball fields the project will also include the addition of 8 differing sized soccer fields, an additional small semi -pervious gravel parking lot and a restroom building. Approximately 33 acres will be disturbed during the construction period. The existing ballfield and surrounding area were previously covered under a state stormwater management permit for low density development SW6160902 titled Fort Bragg MLB Event Stadium dated September 19, 2016. This permit covered the construction of 91,248 square feet of built upon area. As part of this project portions of the existing built upon area will be removed leaving 79,279 square feet of existing built upon area to remain. The new built upon area including the remaining existing built upon area total is 313,632 square feet with a total project area of 37 acres (1,611,720 square feet) resulting in a project percent of impervious area of 20%. The design standards listed in the existing permit are being upheld for a low density development. Manual Section E-1. Drainage for the site is conveyed via surface sheet flow from sports fields and grassed channels with minimal piping around walking trails and sidewalks. The proposed vegetated conveyances have been designed per NCDEQ requirements (see corresponding watershed map and calculations) and are shown to provide adequate capacity to convey discharges from the site for the 10-year storm. Pipe outfall flow is being dissipated via outlet protection and remaining stormwater outfalls have been designed to produce non -erosive velocities where they leave the limits of construction. Section 5 - EISA Section 438 Implementation Per UFC 3-210-10 this project does not meet the applicability requirements for EISA Section 438, criteria and design standards for federal agencies, based on the following condition "The project does not include construction or expansion of one or more buildings as part of its primary scope (i.e., primary facilities vice supporting facilities). Small restroom buildings being constructed within this project as ancillary features with the primary project function being an exterior park. In keeping with the goal of EISA Section 438 and the "extent practical" LID techniques are being incorporated into this project by its nature. These LID techniques include numerous vegetated swales, flow dispersion to natural preservation areas, vast amounts of pervious vegetation and pervious walking trails. Applicable design calculations are provided for stormwater techniques in prior sections of this post construction stormwater management plan. Represented below are calculations which show the nature of the project meets the post construction goals to mitigate stormwater runoff for the project without the use of structural LID practices. EISA Design Water Volume Option 1 to retain the 95th percentile storm event was chosen. Rainfall data for the past 30 years at Fort Bragg was obtained from NOAA's website. By following Section E of EISA 438, the 951h percentile rainfall event was found to be 1.8". Approved Methodology TR55 runoff method was used to calculate curve numbers for our site. The site was split into two watersheds, one for the softball fields area and the other for the multi- use area. Both watersheds in the existing conditions contain fair condition wooded areas with slight amounts of impervious areas. In the post development watersheds, some of the fair woods and impervious area remained. In both proposed watersheds, there was a small increase in impervious area and a much larger increase in good condition grass, typical of a well -maintained sports facility. Good condition grass comes from all the new sports fields being of higher quality dense vegetated cover. Most of the impervious area for both watersheds are considered unconnected. This is because in the post conditions, the impervious area travels through pervious areas and vegetated swales before exiting the site. The pervious trails for the multi -use fields are also considered disconnected due to their locations on the project. Figure 2-4 in the Urban Hydrology for Small Watersheds TR55 manual, was used to determine the adjusted curve number for disconnected pavement. Table 1.0 below shows the curve numbers for both watersheds in the existing and proposed conditions. Using Table 2-1 in the TR55 manual which quantifies the initial abstraction (Ia) the rainfall amounts for both watersheds are greater than 1.8" at 2.4" and 2.6" respectively, thus making the site compliant with the goal of EISA Section 438. The Army Planning Tool was used to confirm that we are compliant with EISA. See below for site report from the planning tool.
