Box 399 Kinston, NC 28502 Subject: Stormwater Compliance Evaluation Inspection APAC Atlantic —Princeton, NC Facility Stormwater General Permit No. NCG160004 Johnston County Dear Ms. Huggins: On May 11, 2004 Jerry Rimmer of the Raleigh Regional Office —DWQ conducted a stormwater compliance evaluation inspection of the APAC Atlantic Princeton, NC facility Permit # NCG160004. A copy of the inspection checklist is attached. The assistance Mr. Joe Gillette provided during the inspection was greatly appreciated. His knowledge of the stormwater program demonstrated the commitment that your company has made to this and other environmental permit programs. Findings listed on the checklist were as follows: 1. The permit, coverage certificate, SPPP documentation, site plan, site chemical inventory, training records, site inspection records and procedures were compliant. DWQ Central File contains your notification of utilization of the cut-off exemption. Semiannual Qualitative Monitoring is on file. 2. The material storage piles were well managed. It was stated that up to 15% of product is recycle asphalt. All recycle asphalt is ground before delivery to site. 3. The tank containment structures were all equipped with locked valves to prevent unauthorized discharge. 4. Each stormwater outfall is via a silt retention (rock) berm. These are maintained and accessible. Areas after berms are grass covered and in good condition. 5. Annual updates have been made to the plan. Your continued attention to the stormwater protection program is appreciated. The stormwater program appears well organized, well documented and is being managed in a timely manner.
