Murphy Plant Permit No: NCG140148 Cherokee County Attached is the report resulting from my November 9, 2005 inspection of the stormwater managemenat system serving Southern Concrete Materials' (SCM) Murphy Plant. At the time of my midmorning arrival I found the settling basins starting to overflow. The water leaving the basin had a pH of 11.93. It goes without saying that water of this high pH cannot be discharged to the State's surface waters. Rob Lindsay plans to make plumbing modifications which will allow the use of recycled water to wash drums after filling with batch. Employee training would also be in order. I saw an unattended truck tank overflowing as I walked around the yard. At any rate SCM needs to figure out how to operate without discharging washwater to the nearby stream. After having time to think about the Murphy Plant over the weekend I now am of the opinion that SCM should dig a settling basin at the lower end of the yard where you now capture some stormwater transported sediment behind a rubble berm. Should SCM ever decide to relocate from Murphy to Ranger I hope that you would approach the Ranger site as if no plant were there; meaning grade the site so that you can maintain control of all wash and storm water. I like the construction and operation of your Mills River and Andrews plants the best of those I have thus far seen. Please refer to the enclosed inspection report for additional observations and comments. The pH of the overflow as it left the settling basin was measured to be 11.93. 1 hardly need to mention that water having a pH of 11.93 cannot be discharged to the State's surface waters. Rob Lindsay plans to install pumping/piping to allow the cleaning of drums with recycled water after filling with mix thereby reducing the volume of overflow. It is my hope that SCM can find a way to operate so as not to discharge washwater. I would guess that additional staff training would be inorder for purposes of encouraging water conservation. I observed the overflow of an unattended truck mounted tank being filled. I am now inclined that SCM needs to construct a settling basin at the lower end of the lot to provide treatment for stormwater runoff. There are many types of chemical storage units onsite with no secondary containment. Waste blocks should not be filled if a rain event is expected. Blocks leak at bottom. If the residual concrete has not had time to harden in the blocks it could contribute to stormwater pollution. Truck washing water was flowing across the lot and had access to the creek. If the area where truck washing is occurring is pitched incorrectly then it needs to be fixed, otherwise personnel needs to be trained on how to wash trucks so water is directed to pits. Current permit requires annual monitoring of wastewater. The only analytical monitoring report onsite was from 2004 (March and December), both samples were noncomplaint with process water permit limits.
