Incident report for American Zinc Recycling. On February 7, 2020 at 11:28 am directing me to contact Charlie Howell and visit the AZR facility in response to a flooding issue. I was unable to get in contact with Mr. Howell, and at approximately 2:30 pm I arrived at the facility. I was able to meet with Mr. Howell and he accompanied me to the Stormwater Ponds at the far north end of the facility. Mr. Howell informed me that the recent rainfall/flooding conditions had resulted in the French Broad River coming out of its banks and overcame the stormwater basin. Inspection Observations: The French Broad has since lowered, however it was not low enough to see the outfall at the time of the inspection. Deposits of mud and silt from the flooding event were observed on and around the dam of the stormwater pond. I recommended that Mr. Howell take a sample of the stormwater remaining in the basin as documentation of what the stormwater quality is currently. Since the last visit,the roads leading to the basin area have been greatly improved.The basin has been lined,and Mr. Howell informed me that the last sample was inside the benchmark range for all parameters. I informed Mr. Howell that the whole incident including times and monitoring data must be recorded in the Stormwater Pollution Prevention Plan.
