In accordance with your application for a discharge permit received on July 21, 2017, we are
forwarding herewith the subject certificate of coverage (COC) to discharge under the subject state —
NPDES general permit. This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated October 15, 2007 (or as subsequently amended).
We apologize for the lengthy processing time for this coverage to be issued. We held the application
until General Permit NCG150000 was renewed on September 1, 2017. Since then, our program has
been renewing several other General Permits, and limited resources to handle both these renewals and
other projects has delayed issuance of a new permit.
Please take notice that this certificate of coverage is not transferable except upon approval of the
Division of Energy, Mineral, and Land Resources. The Division of Energy, Mineral, and Land
Resources may require modification or revocation and reissuance of the certificate of coverage.

I found no enforcement document in the file or inspection related to a spill in the data base so I don't believe we had
any involvement with the spill. I did contact Vickie Dudick with the National Guard and recommended, under the
circumstances, that they resubmit for a Storm Water permit under a NCG15. They were originally permitted under a
NCG08 but after speaking with Bethany and Mike, the NCG15 better suits their facility activity.

I don't see any documents on file and I haven't heard about this incident. I will need to contact this facility for details of

I haven't received anything from the RRO in reference to enforcement that I recall. Thad may be able to job my

Thad, are you aware of this site and was there any follow-up from the RRO? Does this spill incident throw them out of
their No Exposure Certification for SW? Just asking so that we can coordinate and/or support DWR as necessary in their
case and efforts.

The Raleigh Regional Office DWR is working on a case for the large spill that happened in early October 2016 at this
National Guard Facility near RDU airport (but separate from the Airport). Danny Smith is trying to make sure that DWR's
enforcement actions don't overlap/conflict with any that DEMLR may have already taken or is working on. ,We combed

he 2016 NOD and NOV fifes and couldn't find anything for this incident. Were there any NOVs issued from DEMLR
t_ his?
Here's permit info:
-It used to be under an NCG08 general stormwater permit, but that was rescinded in 2012 when the No Exposure Cert
was issued.
-The facility now has an active No Exposure Certification (NCGNE0865) [although it's questionable whetherthey should
be allowed to retain that after such a significant spill.]
Did RRO or DEMLR CO follow up on this incident with any compliance/enforcement action? We do not find a record of
anything in Bradley's file or RIMS.
Is RRO or DEMLR CO currently working on a case related to this incident? Danny Smith at RRO is trying to ensure we
are coordinated on this.
