This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the -US Environmental Protection Agency dated October 15, 2007 (or as subsequently amended). "Please take notice that this certificate of coverage is not transferable except after notice to the Division -of Water Quality. The Division of Water Quality may require modification or revocation and reissuance of the certificate of coverage. Cory Subject: Triangle North Executive Airport NCG550014 Cory, I visited the above referenced site on 1/19/10. The Interim Airport Manager, Ronnie Goswick was not available, but i spoke with him by phone concerning stormwater permitting issues. There was a large stormwater pond on the west side of the facility (across Airport Road) and two smaller ponds on the east side of the runways. There are two oil/water separators (subsurface) that discharge (by ditches and swales), to the western stormwater pond. I discussed the location and designation of SDOs, and the development of the SP3 with Mr. Goswick. He was knowledgeable about the implementation of the stormwater program. He pointed out that he was the interim manager, and a permanent manager is in the process of being hired. The new Manager will pick up the responsibilities of implementing the stormwater program. Based on my conversations with Mr. Goswick and the visit to the site, I have no objection to the issuance of the permit for Triangle North Executive Airport in Franklin County. From: Larsen, Cory Sent: Thursday, December 10, 2009 12:02 PM To: Parnell, David Subject: Triangle North Executive Airport NCG150014 Dave, I'm processing this application for coverage under our general permit for airports. Triangle North is in Franklin County don't see any major problems with issuing the permit but one thing that caught my eye was that they checked yes for having an untreated wastewater discharge. I am assuming this discharge is from the oil/water separator that collects runoff from portions of the airport. Maybe not though. What are your thoughts on issuing this one?
