The main deficiency is the lack of the sampling and analytical
data required in Section VII. Each outfall that is subject to
permitting must be sc-unpled and the required analyses conducted,
the results of these analyses are to be reported in Section VII,
Parts A, B, C, & D. The other items that are incomplete on the
2F form are the answers to Section IV (Parts B and C), Section
`II, Section VII (Part E), Sections VIII and IX. These items were
all answered as N/A. These items must be completed and answered
"no" or "none", if appropriate. If the answers are not "no" or
"none", the requested information must be provided, we are
enclosing a copy of some guidance material that EPA has published
that should be helpful in completing these application
requirements.
The application is being returned to you and may be resubmitted
when complete. The deadline for submitting the application is
October 1, 1992.
