The facility has three outfalls which are identified as Outfall 001, Outfall 002 and Outfall 003 on the sitemap attached to the application. The request is approved under current -operating procedures. If procedures change or permit requirements change, analytical monitoring may be required at all outfalls. Please continue analytical monitoring at Outfall 1 to be conducted on a bi-annual basis. Qualitative monitoring will still be required to be conducted bi-annudlly at all outfalls. A more detailed description of sources involved in oil and chemical storage/handling is included in the SPCC Plan in Appendix 7. Since the SPCC Plan includes both chemicals and petroleum products used at the site, the SPCC flan and portions of this SPPP provide for source assessment and spill response procedures necessary to meet Spill Prevention and Response Procedure (SPRP) requirements for the SPPP. Since the receiving waters are impaired for turbidity, paving of gravel surfaces should he evaluated annually and sections paved as business conditions allow. This evaluation is part of the comprehensive setni— annual inspection (see Appendix]). The site contains no Section 313 water priority chemicals. 4J Aboveground Diesel Fuel Tait k[Unloading, Pad Diesel fuel is stored in a steel 12,000—gallon double —walled aboveground tank located on a concrete slab on the north side of Drainage Area 001 (see Figure 2). The double —walled tank has the capacity to contain the entire contents of the tank. .l.'uel delivery trucks pull up adjacent to the pad for fuel transfer. Drip containment is provided at the fill port connection. See the SPCC Plan in Appendix 5 for details of the diesel fuel tank installation and spill prevention measures. 4.2 Garage (Fuel and Vehicle Maintenance Activities Vehicle maintenance and fueling activities take place indoors in the garage/nnaintenance area of the warehouse building. Diesel fuel is pumped from the 12,000—gallon tank through an underground double —walled pipe to the dispensing equipment located in the garage. Used oil is drained from trucks into a can and then into the used oil tank and hauled away :for recycling. A 300—gallon motor oil tank, 55—gallon drums and smaller containers of used, hydraulic and lube oils are stored in the garage away from traffic areas and openings to the building. Stormwater from the area enters Outfall 001. 4.3 Truck Wash Pad Vehicles are cleaned on a wash pad located just south of the building (see Figure 2). Washwater and storntwater drain into an oiUwater separator, then to a sump, and is pumped to a holding tank for hauling to the East Burlington WWTP for treatment. 4.4 Wood Pallet Storage Used wood pallets are stored on concrete behind the building to the west of the Shipping/Receiving Docks. Stormwater in the area flows directly over the gravel access road into a grassy area leading to Outfull 002. 4 4.5 Trash Dump,Ster One open top trash dumpster for office trash is located northwest of the Shipping/Receiving Docks. It is not covered, therefore, the contents are exposed to precipitation. Stormwater in the area flows directly over the gravel access road into a grassy area leading to Outfall 002. 4.6 Towinotor Propane Cylinders Small cylinders for propane -fired tounrrotors are stored inside a locked cage to the west of the Shipping and Receiving Docks. Storxnwater in the area flows directly over the gravel access road into a grassy area leading to Outfall 002. 4.7 Eineraency Generator' and ASTs A 250 lIP diesel -fired Kohler emergency generator is located inside a concrete dike under roof cover adjacent to the electric fire pump behind the electric substation. Fuel is stored in a 2I5-gallon belly tank and a 500-gallon AST adjacent to the generator.
