REGAN Secretary TRACY DAVIS Director On February 22, 2017 Glen White of the North Carolina Department of Environmental Quality — Division of Energy, Minerals and Land Resources met with you at the facility located at 200 Funder Drive in Mocksville, to conduct a compliance inspection. Inspection consists of review of the facility outfalls and possible exposures. Your assistance was greatly appreciated. Permit: This facility holds General Stormwater Permit NCG210274 to discharge stormwater from industrial activity associated with Lumber and Wood Products, Except Furniture [SIC 24] under the National Pollutant Discharge Elimination System (NPDES). The permit became effective August 01, 2013 and expires on July 31, 2018. The current permit was available for review and was included in the SPPP. Records/Reports: This facility was required to develop and maintain a Stormwater Pollution Prevention Plan (SPPP) in accordance with Part II, Section A of the permit. All qualitative and analytical monitoring records are required to be maintained with the SPPP for a minimum of five (5) years. Records appear to be complete with exception to monitoring. Facility Site Review: This facility impregnates paper with melamine resin and presses it to fiberboard. The product is ,sold to cabinet and shelving manufacturers for wholesale and retail use. This facility has 95 employees. It operates on a 24 hour basis with three (3) full-time shifts. Review of the grounds revealed one (1) fuel oil tank which was double walled and one (1) waste oil tank. Inspector could not determine whether waste oil tank was double walled or not but it did not appear to be secondarily contained. Overall, the grounds appear to be well maintained but the area of the dumpster containing banding and scrap material needs to provide better housekeeping. Self -Monitoring Program: This facility is required to provide Qualitative Monitoring twice annually. No Analytical Monitoring is required per the stormwater permit under current operating procedures. Records indicate that qualitative monitoring was performed as the permit requires until recently. The latest monitoring event was performed on 3/24/15. Please begin monitoring twice annually to maintain compliance. Before monitoring can be performed as required, a path to the pond outfall needs to be cleared so that monitoring can be performed safely and with ease. We have completed a review and update of our Stormwater Pollution Prevention Plan per Part 11, Section A of the permit. This includes a current site map showing all storm drains, their direction of flow and the points where the storm water exits the property. It has been determined there are two exit points from the property that will be monitored semi-annually following a representative storm event. A copy of the site map is enclosed. Box 729 Mocksville, NC 27028 Subject: General Stormwater Permit Inspection Funder America — Mocksville Operations Stormwater Permit No. NCG210274 Davie County Dear Mr. Funder: On May 3, 2011, Mike Mickey of this office met with you and Marsha Laws to perform a NPDES Stormwater Permit Inspection at the Funder America facility in Mocksville. This inspection evaluated the five (5) areas as designated on the attached inspection form. Observations from each area are addressed below: 1. Permit Funder America currently holds NPDES Stormwater Permit No. NCG210274 for the discharge of stormwater from the facility. The permit expires next on July 31, 2013. 2. Records/Reports Part II, Section A of the permit requires the development of a Stormwater Pollution Prevention Plan (SPPP). A copy of the SPPP was reviewed during the inspection. This plan was prepared by Applied Water Technology in 1995. The plan is outdated as several tanks shown on the existing site map have been relocated or removed. The permit requires that the SPPP be reviewed and updated on an annual basis. The Funder America plan should be updated to address all items listed in Section A. 3. Facility Site Review A tour of the property found the site to be clean and well managed. The only problem noted involved the fact that the current monitoring points are situated in the interior of the property. These points should be located closer to the property line boundary to catch all site drainage from the property. The number of existing outfalls may be able to be reduced if the current stormwater points combine before leaving the site. EffluentlReceivina Waters Stormwater from the site is discharged to an unnamed tributary to Leonard Creek, Class "C" waters in the Yadkin -Pee Dee River Basin. Outfalls 1, 2, and 3 are located near the front of the building. It appears that the stormwater from these outfalls might combine before reaching the two ponds on the lower side of the property. Outfalls 4 and 5 are located 20 feet from each other near the fabrication plant. It also appears that these outfalls may combine into a single pipe that discharges at the NW corner of Funder's property near MTP, Inc. 5._Monitoring Program The analytical monitoring specified in Part II, Section B of the permit is not required since Funder America does not retain exposed piles of sawdust, bark, mulch or similar material on site for more than seven (7) consecutive days. The analytical monitoring specified in Part I1, Section D of the permit is also not required since the facility uses less than 55 gallons of new motor oil per month when averaged over the calendar year. The qualitative (visual) monitoring found in Part II, Section C of the permit is required. The file review found that this monitoring is being performed and documented semi-annually. The last two monitoring' events occurred on October 25, 2010 and April 23, 2011. Please note that this monitoring must performed during a representative storm event. In summary, Funder America's SPPP needs to be updated to incorporate all Items listed in Part II, Section A of the permit. As part of the process, the current monitoring sites need to be relocated closer to the property boundary. This will also require that the current site map be revised. You are requested to respond in writing to this office on or before June 17, 2011, with a proposed timetable for completion of the above items.
