Resources (DEMLR) conducted a compliance evaluation inspection at the subject facility on 5 February
2014 Your assistance and cooperation during the inspection were greatly appreciated An inspection
checklist is attached for your records and the findings are summarized below
This facility is located at 2705 English Road in High Point, Guilford County, North Carolina Stormwater
related to industrial activity is discharged from the site to an unnamed tributary to Kennedy Mill Creek,
which is currently classified as Class C Waters in the Yadkin -Pee Dee River Basin
Documentation & Monitoring Review
The facility's Stormwater Pollution Prevention Plan (SPPP) is very thorough, up to date, and fully
implemented There have been no significant spills in the past three years at this site Qualitative and
analytical monitoring have been completed as required The facility has one Stormwater Discharge
Outfall (SDO) that discharges stormwater related to industrial activity This facility is listed under the
name of Atlantic Scrap and Processing on its Certificate of Coverage Please submit a Permit
Name/Ownership Change Form to reflect the change in name to D H Griffin Wrecking Co , Inc
Site Review
The facility is clean and well -maintained Upon inspection, the outfall was found to be in good order
The SDO at this site is located at the outlet of a small detention pond with a check dam No evidence of
erosion or instability at the SDO was observed The receiving stream was free of pollution indicators

In response to the NOV issued February 2 2009 to our (OmniSOurce Southeast/Atlantic Scrap
and Processing) I ligh Point facility I am writing to address the listed areas of concern
1 Storm Water Pollution Prcvcntion Plan
As mentioned in the NOV, a written plan was implemented in January of this year
Although this plan was not finalved until January, I conducted periodic inspections and
informal training to on -site personnel while, operations were being developed to ensure
the protection of water quality
2 Sampling
Only qualitative sampling was conducted in early 2008, with the plan of conducting
quantitative sampling at the end of the year as operations dcvc]oped Unfortunately,
there were only approximately 3-4 days during this period (Oct — Dec) having both a
representative storm event and associated detention pond discharge to address this
concern, quantitative/qualitative samples were collected last week (still awaiting results)

falls under the provisions of North Carolina General Statute 143-215 1 The
aforementioned inspection was performed by Marc Stokes of this office

Atlantic has a Certificate of Coverage (COC) under the North Carolina General Permit
NCG200000 This COC was issued December 14, 2007 and expired on September 30,

Atlantic operates as a collection, sorting and transfer operation for scrap metal There
is a single structure on the property There is bulk storage of scrap metal which is
sorted and transferred to another Atlantic facility in Kernersville for shredding The
property has bath improved and unimproved areas The facility has one storm water
discharge point from a retention pond located outside of the fenced area This pond has
a spillway discharge to an unnamed tributary of Kennedy Mill Creek This outfall was
inspected with no indications of illicit discharges or stressed vegetation 'I here have
not been any significant spills at the facility

NPDES general permit This permit is issued pursuant to the requirements of North Carolina General
Statute 143-215 1 and the Memorandum of Agreement between North Carolina and the US
Environmental Protection Agency dated May 9, 1994 (or as subsequently amended)
If any parts, measurement frequencies, or sampling requirements contained in this permit are
unacceptable to you, you have the right to request an individual permit by submitting an individual
permit application Unless such demand is made, this certificate of coverage shall be final and binding
Please take notice that this certificate of coverage is not transferable except after notice to the
Division of Water Quality The Division of Water Quality may require modification or revocation and
reissuance of the certificate of coverage This permit does not affect the legal requirements to obtain
other permits which may be required by the Division of Water Quality or permits required by the
Division of Land Resources, Coastal Area Management Act or any other federal or local governmental
