The facility was found to be out of compliance with Permit NCG 170297. Specifically, IAC is out of compliance because the existing Storm Water Pollution Prevention Plan was not current (last updated in 2013) and because no monitoring events occurred in 2014. Further, the storage of the retired tooling equipment uncovered and on the ground behind the plant may be an unauthorized activity per General Permit NCG 17 as "The stormwater discharges allowed by this General Permit shall not cause or contribute to violations of Water Quality Standards." It is noted that this equipment may have a thin film of protective lubricant that may add contaminants to the storm water. This may also be the source of the "oily sheen" on the storm water that resulted in the complaint that was received by our office on March 23, 2015. On or before July 1, 2015, the Storm Water Pollution Prevention Plan (SPPP), as required by Part It Section A — NCG 17, must be updated to address at a minimum the following items: l .The narrative description (Site Overview) must be revised to reflect all storage practices, especially those outdoors, that could result in potential pollutants expected to be present in the stormwater discharge. Sudzina — Page 2 of 2 _ 2.The site map (Site Overview) must be revised to reflect all storage practices, especially those outdoors. 3.The evaluation of the discharge and the documentation of this evaluation must be included in an annual certification (Site Overview). 4.The Feasibility Study (Stormwater Management Strategy) must be revised to address the storage of the exposed retired tooling equipment on the ground behind the plant. 5.The Best Management Practices (Stormwater Management Strategy) must be revised to reflect the specific rationale for the selection of Practices. b.A Preventative Maintenance and Good Housekeeping Program (Stormwater Management Strategy) must be implemented for the areas outside of the plant where equipment is stored. 7.The Facility Inspections (Stormwater Management Strategy) must be reinstated and completed semi- annually. 8.Employee Training(Stormwater Management Strategy) should be updated and reinstated. 4.The SPPP should be implemented appropriately. On or before May 1, 2015, evaluate the outfall(s) that are currently monitored for the site. Specifically, the existing outfall is in the Mashburn Branch as it leaves the IAC property. This is inappropriate as it does not represent the actual stormwater quality but a diluted one. Consideration should be given to the following locations as they seem to represent the two stormwater streams Ieaving IAC's industrial activities: the first outfall in the ditch adjacent to the railroad tracks prior to entering Mashbum branch and the second outfall in the swale area downstream of the culvert, as noted during the inspection. Please be aware that ARO will be conducting a follow-up inspection subsequent to the compliance dates included above. This tooling is de -commissioned, but due to our customer requirements, we have to store them in case the customer places a special "service" order. The tooling stored includes molds that we use to compression mold our products, inspection fixtures, cooling tools and waterjet bases. Our standard procedure is to drain all tooling of fluids before they are stored outside and remove any obvious residual amounts. When outside, we cover our tooling with tarps and/or plastic wrap to prevent weather from impacting the tooling. Occasionally we need to replace the tarps or plastic wrap. Our tooling construction is typically aluminum, laminate, steel, wood, or copper lines. Because of our manufacturing processes, the tooling can have residual traces of Glycol, hydraulic fluid, and air lubricant depending on the type of tool, although, as mentioned above, the tools are cleaned of these substances before being stored outside. I am attaching a copy of the MSDS sheets for those items. As far as the estimated quantity of release, we do not have a means for arriving at this number, but the quantities would be very small or "trace" amounts. The area in question is adjacent to an access road that is traveled daily by trucks and other vehicles. Due to this, it is likely that there is some amount of substance run-off from this traffic. Last week we performed an evaluation at our storm water observation site and the results came back clean. We also conducted observations from the pasture area below the culvert to see if there was migration and none was detected. This may have already been shared with you by David Ramey. Kenny R. All of these requirements should be followed with respect to any potential or actual release of pollutants or substances from the tooling area. Stormwater contact with this tooling area should be addressed if there is potential for contact with any pollutants. Such permanent BMPs may include construction of a permanent cover, secondary containment, or moving this area under shelter to minimize stormwater exposure. ARO will continue to assist where our resources allow us to. However, for this particular site as described below, I can find no justification to allocate DWR resources to the investigation at this time. The facility does not appear to be discharging (stormwater nor wastewater) to surface waters directly nor to a ditch leading to a surface water body. Additionally, the fluid washing onto the land surface is not a wastewater but appears to be stormwater which washes over parts or machined items. Without a discharge point and lack of a wastewater component (and therein, no DWR permitted activity), I don't believe stormwater nor our programs would be involved at this point. Our short term action has been to place an absorbent floating "pig" to prevent migration. onto the property. After inspecting the drainage onto the pasture property we have found no evidence of migration. I have attached several pictures of this that were made in relation to the area of concern. To further ensure that we mitigate this we will place additional absorbent material. Our long term action will be to cover all of our tooling with either tarps or shrink wrap material. The field is in close proximity to the Old Fort Water and Sewer Plant so town personnel are understandably concerned about what could be discharging onto their property. The subject discharge flowed through a culvert as shown in the attached picture taken by Chief Lytle. Although we have a staff meeting scheduled for tomorrow, we may need to cancel it if you and Trudy need to go look at these sites. A tour was conducted of the exterior of the facility, observing the stormwater conveyances and outfalis and site conditions. During the visit, the SPPP manual was reviewed, operational activities and existing stormwater exposures were discussed. Permit requirements were also reviewed as pertaining to the most recent permit version, effective August 1, 2009. At the time of the inspection the site was found to be in compliance with the permit. The inspector noted that the facility appeared to maintain good housekeeping practices and records were found to be in good order. During the inspection, it was determined that only one (1) stormwater discharge outfall currently existed on the site. This outfall discharged stormwater from the loading dock area at the west face of the main building to the stream located in the southwest quadrant of the property. Located in the loading dock area are pallets and other storage components. Those materials can provide exposure of pollutants to stormwater, thereby requiring stormwater monitoring requirements. If the subject materials were sheltered from stormwater or moved to a location along the south side of the plant, where stormwater does not discharge to surface waters, a No Exposure Certification might be appropriate for the facility. An environmental interest of the Division is the stream located within the southwest quadrant of the property. The segment of stream flowing along the entrance road nearest the loading dock would benefit from additional riparian buffer vegetation. Currently, the stream exhibits a buffer of primarily grass. Other woody and herbaceous plants would provide increased streambank stability, shading and aquatic and upland animal habitat. Mowing and other vegetation maintenance activities should not be carried out to the water's edge. A 20- to 30-foot buffer of the proper vegetation would not only help improve water quality, but could also provide an aesthetically pleasing natural area for employees that could be enjoyed as part of a walking trail.
