NPDES Permit No NCG160156 Dear Mr Washburn On January 16, 2008, Jenny Graznak of this office performed a General Stormwater Permit Inspection at the Mebane and Haw River Asphalt Plants in Alamance County, North Carolina These facilities have a General Stormwater Permit under the National Pollutant Discharge Elimination System (NPDES) to discharge Stormwater from activities associated with Asphalt Paving Mixtures The Mebane Plant (125 Gibson Road) holds permit number NCG160162 and the Haw River Plant (2211 Sandy Cross Road) holds permit number NCG160156 You were present for the inspection This type of inspection consists of two basic parts a review of facility files and self -monitoring data and an on -site inspection of the facility and its outfalls This particular inspection evaluated five (5) areas as designated on the EPA inspection form, and observations from each area are addressed below 1 Permit The permit became effective August 1, 2004 and expires July discharges from the Haw River site drain to Boyds Creek (Class C NSW) in the Cape Fear River Basin No problems were noted with the ouffalls 5 Self -Monitoring Program The stormwater permit requires semi-annual qualitative monitoring at each stormwater discharge outfall An on -site review of the qualitative monitoring data for the Haw River Asphalt Plant during the inspection showed that all parameters were evaluated per the specifications of the permit The last monitoring event took place on October 17, 2007 Analytical monitoring for Total Suspended Solids is also required on an annual basis The last sample was taken on April 26, 2006 with a result of 50 mg1I which is under the cut-off concentration Microbac Laboratories, Inc in Wilson, NC, analyzed the sample The Chain of Custody
