E2/yes ❑ No Please verify whether Qualitative Monitoring must be performed during a "representative storm event" or "measureable storm event" (requirements vary, depending on the permit). Qualitative monitoring requirements vary. Most permits require qualitative monitoring to be performed during a "representative storm event" or during a "measureable storm event." However, some permits do not have this requirement. Please refer to these definitions, if applicable. A "representative storm event" is a storm event that measures greater than 0.1 inches of rainfall and that is preceded by at least 72 hours (3 days) in which no storm event measuring greater than 0.1 inches has occurred. A single storm event may contain up to 10 consecutive hours of no precipitation. A "measurable storm event" is a storm event that results in an actual discharge from the permitted site outfall. The previous measurable storm event must have been at least 72 hours prior. The 72-hour storm interval does not apply if the permittee is able to document that a shorter interval is representative for local storm events during the sampling period, and the permittee obtains approvrom the local DWQ Regional Office. Page: 3 June 30, 2017 Argos USA Concrete Company 2551 Big Block Road Myrtle Beach, South Carolina 29588 Attention: Mr. Ron Weber Reference: Report of Storm Water Monitoring Activities Argos USA concrete, Shallotte Plant 4987 Industrial Drive Shallotte, Brunswick County, North Carolina 28470 S&ME Project No. 4263-17-022 Dear Mr. Weber: S&ME is pleased to present the Argos USA Concrete Company with the 2nd Quarter 2017 storm water monitoring results for the Argos USA Concrete Company Shallotte Plant located at 4987 Industrial Drive in Shallotte, Brunswick County, North Carolina. Our services were performed in general accordance with S&ME proposal No. 42-1700179 and the executed Agreement for Services between Argos USA Concrete Company and S&ME dated February 7, 2017. S&ME personnel monitored rain events for the Wilmington Region, where the Shallotte Argos USA Concrete plant is located. According to the National Oceanic and Atmospheric Administration (NOAA), a total of 9.33 inches of regional precipitation was recorded during the months of April through June 2017. S&ME conducted a site visit during a rain event on May 5, 2017. According to NOAA, rainfall totals for the event were approximately 0.85 inches. The storm water outfall/sample location on the property is an open drainage ditch located at the northwest corner of the property as shown on the attached Exhibit 1. One sample of storm water was collected for Total Suspended Solids (TSS) dissolved oxygen (DO), and pH from the outfall point in accordance with the North Carolina Department of Environmental Quality (NCDEQ) National Pollutant Discharge Elimination System (NPDES) General Permit requirements for the facility. S&ME personnel collected the TSS sample in laboratory supplied containers, packed the sample in an iced cooler and delivered it to a South Carolina certified laboratory for analysis. The pH (Hach,VocketPro pH) and DO (Sper Scientific DO Pen) measurements were analyzed immediately in the field with a properly calibrated instrument. The field measurements and laboratory results indicate the target parameters are within the permit requirements. A summary of analytical results is presented below in Table 1. The laboratory chain of custody and report with full analytical results is attached. S&ME. All runoff and process waste appears to be captured and directed to swales and settling basins. Waste oil is stored in drums within the shop and a waste oil hauler removes the sealed drums and replaces them with clean drums. The facility has a Pollution Prevention Plan and appears to be in compliance with the reqirements.
