VAN DER VAART secretary On May 26, 2016 Glen White of the North Carolina Department of Environmental Quality-, Department of Energy, Minerals, and Land Resources met with you at the facility located at 1431 Progress Avenue in High Point, to conduct a compliance inspection per the Industrial Stormwater Permit requirements. Inspection consist of review of the Stormwater Pollution Prevention Plan, training and monitoring records and observation of the general condition of the site, outfalls and any possible exposures. Your assistance with the inspection was greatly appreciated. Permit: This facility holds General Stormwater Permit NCG090021 to discharge stormwater from industrial activity associated with Manufacturing Paints, Varnishes, Laquers, Enamels, and Allied Products under the National Pollutant Discharge Elimination System (NPDES). The permit became effective November 01, 2012 and expires on October 31, 2017. A copy of the current permit is required to be maintained with the Stormwater Pollution Prevention Plan (SPPP) documents. The current permit was available for review and was included in the SPPP. Records/Reports: This facility was required to develop and maintain a Stormwater Pollution Prevention Plan (SPPP) in accordance with Part I1, Section A of the permit. The SPPP along with monitoring and training records need to be updated annually. The SPPP has been developed and was recently updated by Mr. Allen. It is maintained in an electronic file but a hard copy was printed and available for review at inspection. Even though the most current file is maintained electronically, all required components of the SPPP including the siteplan, training records, spill and monitoring records need to be maintained in one 3-ring binder that is within easy reach for maintenance, review and inspections by both your staff and by the inspector. Please keep one hard copy current and available at all times. All records must remain with the file for a minimum of five (5) years. North Car6[ina 27b99-16U1 919 707 8600 Facility Site Review: This facility manufactures waterborne and organic solvent coatings (finishes and adhesives) for use in wood furniture and flooring manufacturing. The facility is located on 38 acres and operates (9) nine production and operating lab areas. The plant runs (2) two fulltime shifts with approximately 158 Manufacturing Operators and approximately 100 Laboratory Operators. The tank farms have secondary containment. Chemicals and finished product are stored both inside and outside in specified areas of the facility. There is a 12000 gallon underground storage tank for spill containment. The facility recently installed a 100,000 gallon stormwater pond. The pond has two (2) valves that remain closed until after a storm event completes to make sure contamination into stormwater is prevented. Valves are opened when staff verify that no contamination exist or any needed cleanup has taken place. The plant has spill kits strategically stationed throughout. A Spill Team has been established and they are trained to respond to spills of fifty (50) gallons or larger. They will respond when needed twenty-four (24) hours a day. The team meets one each week to discuss issues and procedures that need to be addressed. Effluent Receivinp, Waters: Effluent from this facility discharges to, an unnamed tributary of the Uwharrie River, class C, NSW of the Yadkin Pee -Dee River Basin. Self -Monitoring Program: This facility is required to provide both qualitative and analytical monitoring on a semi-annual basis. The latest required monitoring samples were available and appeared to be within parameters. Prior monitoring was not available for review. This would have been monitoring performed prior to Mr. Allen taking over as EHS Manager. If the latest required sampling had not been conducted, the facility would have been found non -compliant. AkzoNobel Coatings purchased ChemCraft International, then shut down the Winston Salem location. There is no one over there now. No one picks up snail, so we use the High Point address for all correspondence for that site, otherwise things go missing. They used to also rent a PO Box in Winston, but we stopped that, too. However, the rescission form simply wants the mailing info, not the facility location, so that's what I put. It is the right permit number to close out. A measurable storm event is defined in the permit. • Section D: If the permittee fails to respond effectively to problems identified by qualitative monitoring, DWQ may require the permittee to perform corrective action. Mr. Jeffrey Massengill was also present for the inspection. The inspection consisted of two parts: an an -site inspection of the stormwater facilities and an in -office file review. The following are the findings from the subject inspection. I: ' Permit The NPDES permit for AkzoNobel became effective oil November 1, 2007 and expires on October 31, 2012, 11. Records/Reports A review of the Stormwater Pollution Prevention Plan (SPP Plan) revealed that all areas of concern had been addressed. -:The SPP Plan was very comprehensive and well organized. lil. Faciiity Site Review All outfalls noted in the SPP Plan were inspected and found to be satisfactory. IV, Effluent &. Receiving Waters AkzoNobel discharges stormwater to an unnamed tributary to the Uwharrie River in the Yadkin -Pee Dee River Basin. V. Self-Monitorinc7 Provrarn A review of the discharge monitoring reports (DMRs) showed that AkzoNobel was in compliance with the self- monitoring requirements for qualitative monitoring contained in the NPDES General Permit. Please carefully review the subject permit and note that quantitative (analytical) monitoring is required on a semi-annual basis.
