I DOC TYPE DOC DATE STORMWATER DIVISION CODING SHEET NCG PERMITS E/HISTORICAL FILE MONITORING REPORTS o U')S II Ou YYYYMMDD Willis, Linda From Willis, Linda Sent Wednesday, November 04, 2009 11 32 AM To Lowther, Brian Subject RE SW General Permit NCG020176 Brian, I looked this one up on a soils map and there are some Foreston loamy fine sand in the vicinity where this mine is and are usually associated with rims of Carolina Bays (which usually have wetland characteristics) As a matter of fact, the mine site shows it overlaps a Carolina Bay They need to do a wetland delineation before digging, ensure a 50' buffer from any wetlands using silt fence or flagging tape to ensure no digging occurs within the undisturbed buffer They best get that done first Once we know where wetlands are or aren't (if that is the case), we can judge whether an 0 & M is needed Linda From Lowther, Brian Sent Tuesday, November 03, 2009 8 57 AM To Willis, Linda Subject RE SW General Permit NCG020176 Hey Linda, I wanted to check and make sure you got the plans for Haynes Pit and see if you had gotten a chance to look at them Brian From Willis, Linda Sent Monday, October 12, 2009 1 54 PM To Lowther, Brian Subject RE SW General Permit NCG020176 Please do send the plans, and that (how close to wetlands ) is the million dollar question The answer is too many variables influence the answer to give a cut and dry distance Lucky us Linda From Lowther, Brian Sent Monday, October 12, 2009 12 20 PM To Willis, Linda Subject RE SW General Permit NCG020176 Linda, The plans do not show any wetlands near the site It looks like it is farm land they are going to mine Most of the surrounding area looks to be farmland I can add the O & M plan to the COC How close do wetlands need to be in order to require an 0 & M plan? Do you want me to send you the plans for you to look at? Brian From Willis, Linda Sent Monday, October 12, 2009 12 02 PM To Lowther, Brian Subject RE SW General Permit NCG020176 Brian, He should have a delineation done to ensure they don't impact wetlands He'll need to establish a 50' undisturbed buffer from all wetlands or nearby streams etc Can you put that in their COC and require them to have an approved O & M before they begin dewatering? Linda From Lowther, Brian Sent Thursday, October 01, 2009 3 58 PM To Willis, Linda Subject SW General Permit NCG020176 Linda, We've received an NOI from the Frank Horne Construction, Inc for their proposed mine Haynes Pit in Fair Bluff (Columbus County) The site discharges stormwater into the Gapway Swamp (C, Sw) The NOI and additional information are attached I have the site plans and I can forward them to you if you want Does the Wilmington Regional Office have any concerns about issuing this facility a COC for this general permit, and are there any potential impacts to wetlands) If we don't receive any objections, we'll issue the COC in 30 days Brian Brian C Lowther Environmental Engineer NCDENR I DWQ I Stormwater Permitting Unit 1617 Mail Service Center, Raleigh, NC 27699-1617 512 N Salisbury St, Raleigh, NC 27604 Phone (919) 807-6368 Email briars lowther(crnccienr gov Website http /m2o enr state nc us/su/stormwater html E-mail correspondence to and from this address may be subject to the North Carolina Public Records Law and may be disclosed to third parties 2 I http //webtax colimbusco org/wewer htm , ; 4, X c_obJmbus cotnty nc He Ede Vlew Favontes Tocis Ffell) -181 l http //search cobJmb E Columbus County x , _ _ 11 ) - ® r, Page Tools - I-Me to I NI ell Mwell1 ry 1 • m R • • © a A —' ' - , , r --=......`, „ A` r-p ;r y1,C. iJ,eJli s.n „J,,, $.a ' s. 4'r`r' i.b o& .f'}i r`t "`'Y' tl sad J s yyr`r• 3—3 4t-,J88J d t s ,,To Jas r P 2yS o-Y d '+z 8324 l '31na , 3 "-" - - -.zk,s - 1"' ` f-,.-.-:.., ,[l - `- s¢ y1,9'li -a:-'Y. 4 yt. rj- So- 3. `l 4 903H94 "a<' •t< au 9 i °` _ - .., w TT'rr -'§,t„ae;•, .t „t( .,` aTw, seals."` - + y .ry s ^. +t-„ 4 y. lJeV 1794,eoT2 'Hfe,2.o -'t4. •, ,iw +. ♦ ash. - J>J"+Yi. 1s(+ iy'x.
