Inspection authority is granted by Charlotte City Code Chapter 18, Article III, Section 18-82. At the time of inspection, the facility was observed to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance. The inspection was also conducted as part of a cooperative working agreement between Mecklenburg County and the North Carolina Department of Environmental Quality (NCDEQ) — Division of Energy, Mineral and Land Resources (DEMLR). NCDEQ — DEMLR has been copied on this report and made aware of the following observations regarding the facility's NPDES stormwater permit: 1) Stormwater Pollution Prevention Plan (SPPP) A Stormwater Pollution Prevention Plan (SPPP) has been developed, recorded, and implemented. 2) Qualitative Monitoring Qualitative monitoring has been conducted and recorded. 3) Analytical Monitoring Analytical monitoring has been conducted and recorded. DeCristofaro of Charlotte -Mecklenburg Storm Water Services (CMSWS) conducted an inspection of the above referenced facility as a requirement of the City of Charlotte's NPDES Permit, NCS000240, Part II Section H. Inspection authority is granted by Charlotte City Code Chapter 18, Article II1, Section 18-82. At the time of inspection, the facility was observed to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance; however, several NPDES Stormwater Permit violations were noted and the following recommendations are provided: 1) Charlotte Storm Water Pollution Control Ordinance Review • Vehicle/Ecluipment Areas - Some of the compressors are washed in a bermed area on the property prior to being repaired inside the warehouse. The wash water is recycled after being treated in a filtration system located inside the warehouse. Although the wash pad is bermed, it is recommended that the area be covered to prevent stormwater exposure. • Waste Storage/Disposal Areas — There is one (1) municipal waste dumpster, one (1) scrap metal recycling dumpster, and one (1) cardboard and pallet recycling dumpster located on the property. Each of dumpsters appeared to be in good condition; however, the cardboard and pallet recycling dumpster is uncovered. It is recommended that the dumpster be covered to prevent exposure to stormwater and minimize polluted stormwater runoff. The monitoring was conducted under authority granted by Charlotte City Code Chapter 18, Section 18-82. The monitoring was also conducted as part of a cooperative working agreement between Mecklenburg County and the North Carolina Department of Environment and Natural Resources (NCDhNR) — Division of Energy, Mineral and Land Resources (DEMLR). NCDENR — DEMLR has been copied on this report and made aware of monitoring results regarding the facility's NPDLS permit. At the time the stormwater sample was collected, approximately 0.26 inches of rain had fallen. Rainfall data was reported by the United States Geologic Survey (USGS) real- time station CRN-53 (Harding High School). CMSWS sampled stormwater runoff from Outfall 001. A summary table of results is attached to this report. Monitoring results were compared to local and state stream standards (CMSWS Action Levels and North Carolina Water Quality Standards). Since the stormwater sample was not collected from the stream, the stream standards do not necessarily apply; however, these standards can be used to indicate the potential of polluted runoff from the facility to impact the receiving stream. The results indicate elevated concentrations of total phosphorus ("I'll), zinc, and biological oxygen demand (BOD).
