The Division of Energy, Mineral, and Land Resources (DEMLR), received a complete, Stormwater Management Permit
Authoriza?on to Construct (ATC) Applica?on for the subject project on July 28, 2023. Staff review of the plans and
specifica?ons has determined that the project, as proposed, will comply with the Stormwater Regula?ons set forth in
Title 15A NCAC 2H.1000 - 1062 rules. We are forwarding ATC Permit No. SWA000220, dated August 25, 2023, for the
construc?on of the subject project and the stormwater system. This permit shall be effec?ve from the date of issuance
and shall be subject to the condi?ons and limita?ons as specified therein, and does not supersede any other agency
permits that may be required.

It appears that your applica?on submission is s?ll missing the following revisions:

 Part D3 – The Applicant listed in Section D1 of the Application is different than the Current Property
Owners (Stancil Builders, Inc. is a different entity than the Stancil estate, et al.). Please indicate that the
Applicant, Stancil Builders, Inc., is the developer (as they are developing the property on behalf of the
Current Property Owners. Information in D1 stayed the same and the developer boxed has been
checked.
Since the property owner is different than the applicant (Stancil Builders, Inc. and Stancil Estate, et al.),
you will need to reflect this on the form. Even if they are represented by the same people, since they are
different entities, this is needed.
 Part D4 – Please provide the names and contact information for each property owner (you may either
attach additional pages as needed, modify the form, or squeeze the information onto the provided

 Per the provided property deeds, the property to be permitted is owned by Mr. & Mrs. Fred Stancil and

include them as property owners. It is noted that the Stancil’s are associated with the applicant,
however they are distinct entities and this needs to be reflected on the form.
