Generally speaking, some fluctua?on in the permanent pool can be acceptable, however if the infiltra?on rate is impac?ng the permanence of the permanent pool or impac?ng the vegetated shelf plan?ngs, then the SCM is not func?oning properly. I tried to call you the other day with a ques?on. I spoke to a lady in your dept. and she was going to do some research but have not heard back. My ques?on was do you guys have a rule of thumb for the infiltra?on rate tolerance for a wet pond. The State manual used to specify 0.01”/hr. but has removed this criteria based on my research. I have a pond that I am trying to cer?fy that is draining down at 1”/day which is basically 0.04”/hr. This is not a cert for the State but for a local Municipality. Have reached out to a colleague of mine Bill Hunt but I think he maybe out of the Country. I have also thought about calling Anne?e Lucas to see if she knows of any infiltra?on tolerance. Staff review of the plans and specifica?ons has determined that the project, as proposed, will comply with the Stormwater Regula?ons set forth in Title 15A NCAC 2H.1000 - 1062 rules. We are forwarding ATC Permit No. SWA000213, dated August 21, 2023, for the construc?on of the subject project and the stormwater system. This permit shall be effec?ve from the date of issuance and shall be subject to the condi?ons and limita?ons as specified therein, and does not supersede any other agency permits that may be required. We do show leader lines over to the wetland areas but they are not defined in detail and especially the wetland areas that will be recorded with phase 1 and protected. Will send out today. We received your application for a new Fast-Track post-construction stormwater permit on 5/30/23 At this time, the submission is not administratively complete and cannot be accepted for review in its current condition. Please provide the following submittal items within 30 calendar days (by close of business on 7/7/23) so that we may accept the project and begin the review process, otherwise, the project will be returned as administratively incomplete.  2x original hard copies and 1x electronic copy of a site plan corrected to depict wetlands on the project site. Currently it states that wetlands are present on site, but their locations are not indicated. This item is required per 15A NCAC 02H .1043(3)(f) and per Section F, 4 of the Application. NOTE: This is an administrative completeness review, not a detailed engineering review, there may be other issues that may be brough up during the engineering review. If these items are received within the stipulated timeframe, we can accept the project and begin the review process.
