Aden,
I was looking over the additional information you provided on January 20, 2022. Everything looks good except for a few
small issues:
Please correct the following:
- Since this project is located within a Nutrient Sensitive Watershed (NSW) please provided calculations showing
that the SCM reduces nutrient loading (required per 15A NCAC 02H .1017(9)(c)). NOTE: This requirement does
not specify that the design must meet a certain nutrient loading rate or reduce the nutrient loading of the site
by a certain amount, only that the SCM reduce nutrient loading. This comment should have been included in the
initial request for additional information, but it was overlooked during that review. You can use the Stormwater

Nitrogen and Phosphorous (SNAP) Tool (https://deq.nc.gov/about/divisions/water-resources/water-
planning/nonpoint-source-planning/nutrient-practices-and-crediting) if you like to demonstrate this.
- Supplement-EZ Form, Sand Filter Page:
o Line 6 – This SCM appears to have a retaining wall included as part of the SCM.
o Lines 23 & 30 – The “sediment chamber” volume of the sand filter includes the temporary ponding
provided above the permanent pool in the sediment chamber (cross-hatched in the attached image) and
the “sand chamber” volume of the sand filter includes the temporary ponding provided above the sand
layer in the sand chamber (hatched in the attached image). The sum of both of these volumes should
add up to the storage volume that is provided in the sand filter above the permanent pool/sand layer
and below the lowest bypass elevation (5,305 cf per the calcs). These items currently show the
permanent pool volume for the sediment chamber (Line 23) and, I’m assuming, the volume of the sand
in the sand chamber (Line 30).
o Line 27 – The physical depth of the sediment chamber is the distance from the bottom of the sediment
chamber (90.0 ft) to the bypass elevation (95.3 ft), expressed in inches.
o Line 31 – The “bottom” of the sand chamber is the top of the sand layer (92.0 ft per the plans).
o Line 33 – The physical depth of the sand chamber is the distance from the bottom of the sand chamber
(92.0 ft) to the bypass elevation (95.3 ft), expressed in inches.
o Line 39 – This item refers to the depth of the sand layer above the underdrain pipe (18” per the plans).
Please provide the following:
- 1x hard copy and 1x electronic copy of the NSW calculations.
- 1x hard copy and 1x electronic copy of the revised pages of the Supplement-EZ Form.

NOTE: Hard copies should not be sent to a Regional Office. Doing so will delay the review process and the
submission package may be lost while being sent from the Regional Office to me in the Central Office.

Since these are really minor things, once I get the hard copies, anything else that may have changed from addressing
these issues, and the documents are uploaded to Laserfiche (Provided everything is still in order), we can issue the
permit without doing another formal 30-45 day review.

We received your post-construction stormwater permit application for the above mentioned project on 11/15/2021.
Reviews under the standard permitting process generally take 30 – 45 calendar days, but can take up to 90 calendar
days per statute (our other reviewer, Corey Anen, no longer works for the State, so this review will probably be closer to
45 days than 30). Please upload all documents that you mailed into our office through the link provided below. Be sure
to choose the Central Office as the Primary Contact office.

IMPORTANT NOTE: Please ensure that each file is uploaded under its appropriate file type. Additional file types can be
entered into the electronic form by clicking on the “Add Another Post-Construction File Upload” link directly below the

but rather upload the relevant individual sheets under the appropriate file type. Selecting the correct file type ensures
that the files are properly named in the electronic repository and it helps expedite the review process.

Good Morning,
We received your application for a new post-construction stormwater permit on 10/22/2021. At this time, the
submission is not administratively complete and cannot be accepted for review in its current condition. Please provide
the following submittal items within 30 calendar days so that we may accept the project and begin the review process,
otherwise, the project will be returned as administratively incomplete.
- 1x original signed & sealed hard copy of the Supplement-EZ Form. This item is required per Section V and
Section VI, 3 of the Application. The provided Sand-Filter Supplement is for a 401 Certification and is not
acceptable for a post-construction permit/approval (The correct supplement form can be found at the following
link: https://deq.nc.gov/about/divisions/energy-mineral-and-land-resources/stormwater/stormwater-
program/stormwater-design)
- 2x signed & sealed hard copies of the plan sheets showing the following:
o Existing site conditions/contours (Required per Section VI, 8k of the Application)
o Drainage area(s) to the proposed sand filter (Required per Section IV, 8o of the Application & 15A NCAC
02H .1042(2)(g)(iv))
o On-site wetland determination (Required per Section VI, 8m & 15A NCAC 02H.1042(2)(g)(iii)).
If these items are received within the stipulated timeframe, we can accept the project and begin the review process.
Once accepted, reviews under the standard permitting process generally take 30 – 45 calendar days, but can take up to
90 calendar days per statute (one of our two reviewer positions is currently vacant so this review will probably be closer
to 45 days than 30).
