INTRODUCTION: This laboratory was inspected to verify its compliance with the requirements of 15A NCAC 2H .0800 for the analysis of environmental samples. II. GENERAL COMMENTS: All facilities and equipment are well maintained. Some further quality control procedures need to be implemented. The laboratory is spacious and well equipped. All facilities and equipment are well maintained. Records are well kept. Some further quality control procedures need to be implemented. Attached to this report are Policy changes or reminders for the laboratory since the last inspection. III. FINDINGS, REQUIREMENTS, COMMENTS AND RECOMMENDATIONS: Quality Control – Temperature logs Comment: During the inspection Mr. Collins asked if he could keep the laboratory’s temperature logs in the computer on a spreadsheet. Requirement: To use the computer for temperature logs the laboratory must document; all pertinent information currently being logged plus, which thermometer is being checked, the day month and year the thermometer is checked, the time the thermometer was checked, the thermometer reading, any temperature correction the thermometer might have, and the analysts initials must be documented. Also since this will be computerized at the end of each month print out the spread sheet and have each analyst who initialed an entry to initial and sign the bottom of the spread sheet and put it in a log available for review at a later date. pH – Standard Methods, 18th Edition, 4500 H B A. Finding: The laboratory was not signing or initialing each sample analysis entry on the benchsheet. Comment: The laboratory was signing the bottom of the benchsheet but did not sign or initial each entry on the bench sheet each time samples are analyzed. Page 2 #144 Alamac American Knits LLC Requirement: All laboratories must use printed laboratory bench worksheets that include a space to enter the signature or initials of the analyst, date of analyses, sample identification, volume of sample analyzed, value from the measurement system, factor, and final value to be reported, and each item must be recorded each time samples are analyzed. Ref: 15A NCAC 2H .0805 (a) (7) (H). Turbidity – Standard Methods, 18th Edition, 2130B B. Finding: The laboratory bench sheet listed sampled date but not analysis date. Requirement: All laboratories must use printed laboratory bench worksheets that include a space to enter the signature or initials of the analyst, date of analyses, sample identification, volume of sample analyzed, value from the measurement system, factor, and final value to be reported, and each item must be recorded each time samples are analyzed. PAPER TRAIL INVESTIGATION: The paper trail consisted of comparing lab testing records and contract lab reports to Discharge Monitoring Reports (DMRs) submitted to the North Carolina Division of Water Quality. Data were reviewed for Alamac American Knits LLC (NPDES permit #NC0004618) for May, June and July 2007. No transcription errors were detected. The facility appears to be doing a good job of accurately transcribing data. V. CONCLUSIONS: Correcting the above cited findings and implementing the recommendations will help this lab to produce quality data and meet certification requirements. Adams Date: October 3, 2007 North Carolina WasteWater/GroundWater Laboratory Certification (NC WW/GW LC) POLICIES: 1) Certified analytical weights, Class S, 1 or 2, must be rechecked a minimum of every 5 years. 2) NIST certified thermometers must be recalibrated, at a minimum, every five years or the NIST traceable thermometer within expiration date. A new certificate must be issued and maintained for inspection upon request. 3) Colorimetric and Metals Analyses: The blank and mid-range standard must be analyzed after every tenth sample and at the end of each sample group to check calibration drift. Ref: Standard Methods 20th Edition 1020 B 10 c 4) The blank must not exceed 50% of the Practical Quantitation Limit/Lower Reporting Limit (PQL/LRL). The lab must obtain a signal in which the constituent concentration in reagent water is 2(1.645)s above the mean of blank analyses (Lower Limit of Detection). The constituent concentration that produces a signal sufficiently greater than the blank, that it can be detected within specified limits, by good laboratories, during routine operating conditions, is the Limit of Quantitation. Typically it is the concentration that produces a signal 10s above the reagent water blank signal. In most cases, this requires an absorbance value greater than 0.005 units, preferably greater than 0.010 units. Ref: Standard Methods, 20th Edition - Method 1010 C. and 1030 C. 5) NC WW/GW LC Temperature requirements for sample handling and preservation are the same as stated in 40 CFR Part 136 Table II. Sample preservation is less than or equal to 6 degrees C and above freezing.
