Box 250 Union Mills, NC 28167 5091 May 20, 2010 Field Maintenance Jason Smith Donald Raisch This laboratory was inspected to verify its compliance with the requirements of 15A NCAC 2H .0800 for the analysis of environmental'samples. The facility has all the equipment necessary to perform the analyses. Technical Assistance documents for all certified parameters were provided at the time of the inspection. The first and third items in this report are new policies that have been implemented by our program since the last inspection. An updated benchsheet was prepared and mailed to the facility on May 27, 2010. It has been put into use and addresses most of the findings noted during the inspection. Documentation Comment: The laboratory does not have a system of traceability. The North Carolina Wastewater/ Groundwater Laboratory Certification document, Qualify Assurance Policies for Field Laboratories, states: All chemicals, reagents, standards and consumables used by the laboratory must have the following information documented: Date Received, Date Opened (in use), Vendor, Lot Number, and Expiration Date. A system (e.g., traceable identifiers) must be in place that links standard/reagent preparation information to analytical batches in which the solutions are used. Documentation of solution preparation must include the analyst's initials, date of preparation, the volume or weight of standard(s) used, the solvent and final volume of the solution. This information as well as the vendor and/or manufacturer, lot number, and expiration date must be retained for chemicals, reagents, standards and consumables used for a period of five years. Consumable materials such as pH buffers and lots of pre - made standards are included in this requirement. The updated benchsheet includes all traceability documentation requirements. No further response is necessary for this finding. Page 2 #5091 United World Mission pH — Standard Methods, 201h Edition, 4500 H+ B Dissolved Oxygen — Standard Methods, 20th Edition, 4500 O G Temperature — Standard Methods, 20th Edition, 2550 B Comment: The times of collection and analysis were not clearly documented. The North Carolina Administrative Code, 15A NCAC 2H .0805 (g) (1) states: Data pertinent to each analysis must be maintained for five years. Certified Data must consist of date collected, time collected, samples site, sample collector, and sample analysis time. The field bench sheets must provide a space for the signature of the analyst, and proper units of measure for all analyses. The updated benchsheet includes a footnote stating "All samples are analyzed in stream or immediately upon collection. Sample collection and analysis times are the same unless otherwise noted." No further response is necessary for this finding. pH — Standard Methods, 20"' Edition, 4500 H+ B Dissolved ® en — Standard Methods, 201h Edition, 4500 O G Comment: The pH meter and Dissolved Oxygen (DO) meter calibration times were not documented. The Technical Assistance for Field Analysis of pH and Technical Assistance for Field Analysis of Dissolved Oxygen documents state that the time of calibration must be documented whenever sample analysis is performed. The updated benchsheet provides a space for time of calibration for both parameters. No further response is necessary for this finding. Comment: Proper units of measure were not documented on the benchsheet. The North Carolina Administrative Code, 15A NCAC 2H .0805 (g) (1) states: Data pertinent to each analysis must be maintained for five years. Certified Data must consist of date collected, time collected, samples site, sample collector, and sample analysis time. The field bench sheets must provide a space for the signature of the analyst, and 'proper units of measure for all analyses. The updated benchsheet includes units of measure for ail analyses. No further response is necessary for this finding. Dissolved Oxygen — Standard Methods, 20`h Edition, 4500 O G Temperature — Standard Methods, 20th Edition, 2550 B Comment: The temperature correction was not posted on the meter. The Technical Assistance for Field Analysis of Temperature and Technical Assistance for Field Analysis of Dissolved Oxygen documents state: The temperature correction (even if it is zero) must be posted on the meter as well as in hard copy_ format (to be retained for 5 years). The meter was labeled with the temperature correction at the time of the inspection. No further response is necessary for this finding. IV. PAPER TRAIL INVESTIGATION: No paper trail performed. V. CONCLUSIONS: All findings noted during the inspection were adequately addressed prior to the completion of this report. The inspector would like to thank the staff for its assistance during the inspection and data review process. No response is required.
