The Town of Garner recognizes that you are a business with the potential to have an illicit
discharge violation on your property due to the service you provide. Owning and operating a
restaurant could lead to grease trap leaks, dumpster overflows and spills, wash water not properly
draining to the sanitary sewer system amongst other things. These items would all constitute an illicit
discharge violation per the Town of Garner Stormwater Discharge Ordinance.
According to the Town of Garner Stormwater Discharge Ordinance, an illicit discharge is
"any unlawfal disposal, placement, emptying, dumping, spillage, leakage, pumping, pouring,
emission, or other discharge of any substance other than stormwater into a stormwater conveyance,
the waters of the State, or upon the land in such proximity to the same, such that the substance is likely
to reach a stormwater conveyance or the waters of the State".
Please ensure all dumpster lids are closed at all times, that any wash water from mops or mats
are cleaned and drained within the sink or floor drain that goes to the sanitary sewer. Please also
ensure that any grease is disposed of in the proper grease container that has been approved for your
site.
